Description of Requirement
The Nez Perce-Clearwater National Forests has a requirement for the purchase and installation of one (1) utility bed on supplied cab and chassis with trade-in of OE bed. This vehicle with the utility body will be utilized by forest fire crews to support wildfire suppression activities. Shall be used to transport personnel and gear. Vehicle shall travel on paved, gravel, and native surface road, at times it will be on very rough roads in varying weather conditions. Utility bed will need to be heavy duty and able to withstand use on rough roads.
The bed shall be fully complete and ready to use with all accessories installed as described in the technical specifications. The manufacturer’s heavy-duty utility bed shall be furnished. The bed shall be of welded, unitized, galvanic steel construction. All materials, parts, and assemblies shall be new and of current manufacture. Workmanship, fabrication, and assembly shall be of the highest quality and in conformance with standard manufacturing practices.
The final product shall be a complete, fully operational, and certified vehicle. After installation of the bed and allied equipment, the Contractor shall certify the entire vehicle and place any required sticker(s) on the vehicle (final stage certification label). The label shows the manufacturer’s name, date, weight information, and verification that no Federal Motor Vehicle Safety Standards have been altered.

Understructure: Full width cross sills shall be at least 7 gauge preformed structural steel tube 2-inch by 4-inch or 4-inch, 5.4-pound structural steel channel. Provide two full width cross sills.
One cross sill shall be located forward of the rear wheel and one shall be located behind the rear wheel. Support shall be provided at the front of the body by a full width cross member or the front box header. If the front box header is to support the front of the body it shall extend the full width of the body, the full height of the compartments or to the bottom of the vehicles rear window and securely attached to the inner and outer front corners of the compartments. Support at the rear of the body can be provided by a full width cross member or the rear bumper if attached the full width of the body. The floor shall be adequately supported to prevent sagging under heavy use. The floor shall be supported by minimum 14-gauge preformed channel 1/2-inch by 3-inch or 3-inch structural steel channel on a maximum of 16-inch centers.
Panels: Exterior panels shall be fabricated from mar-clad galvanized steel with a minimum material thickness of 14-gauge. The front box header shall have a minimum thickness of 14-gauge. Interior panels shall be fabricated from mar-clad galvanized steel with a minimum material thickness of 14-gauge.

Compartments: Body style shall be one style on the curb side and a different style on the street side. On the curb side, the style shall consist of one full height vertical compartment ahead of the wheel, one horizontal compartment extending over the wheel from the front vertical compartment to the rear of the body, and a vertical compartment below the horizontal compartment behind the wheel. On the street side, the style shall consist of one full height vertical compartment ahead and behind the wheel. A horizontal compartment shall be above the wheel between the vertical compartments. Compartments shall be accessible only from the exterior side of the bed. There shall be adjustable shelves in all compartments. Shelves shall be minimum 14-gauge galvanized steel with 14-gauge dividers. Bed compartments shall be fully enclosed and weather and dust tight, except rearmost streetside compartment which must have a 3” to 5” stainless steel louvered vent installed in the rear of the compartment within 3” of compartment top.
Compartment Doors: All doors shall be double paneled, mar-clad galvanized steel, with material thickness not thinner than 20-gauge on the outer panel and 20-gauge on the inner panel. Doors shall be properly aligned and suitably reinforced for rigidity. Doors shall have a continuous hinge. Folding stainless steel hinges are acceptable. The door hinge rod shall be full-length stainless-steel rod with a minimum diameter of 5/16 inch and have nylon bushings at all hinges and replaceable hinge blocks. Vertical opening doors shall be equipped with spring loaded or pneumatic door closer. Each horizontal opening door on both sides shall have one limit chain at each end of the door to hold it horizontally open. Horizontal doors shall have a chain and shall be able to drop flat on the bed against bumper stops. Limit chains shall be anti-rattle. Door latches shall be rotary style with easy open handles (not T handles). All latch mechanisms shall be stainless steel and protected from damage by an interior cover. Strikers shall be adjustable to ensure weathertight fit. All doors shall be individually locked and keyed alike with non-corrosive cylinders. A minimum of 4 keys shall be furnished with each bed. A neoprene moisture and dust strip with minimum dimensions of 3/8-inch wide X 1/8-inch thick shall be attached to the inside face of the door or compartment. The seal shall be applied after the finish coat of paint has thoroughly dried.
Superstructure: Shall comply with measurements listed. There shall be no windows in the superstructure panels or doors except for one bulkhead window to allow visibility between cab and bed. The window shall have a metal screen or cage installed inside the cargo compartment to protect the window from breakage. There shall be vertical double entry doors on the rear of the superstructure with gas struts to hold them open. Doors shall be double paneled, mar-clad galvanized steel, with material thickness not thinner than 20-gauge on the outer panel and 20-gauge on the inner panel. There shall be 2 side access doors in each side of the superstructure (total of 4) with minimum door size of 16” high by 40” wide and gas struts to hold them open.
All door latches shall be rotary style with easy open handles (not T handles). All latch mechanisms shall be stainless steel and protected from damage by an interior cover. Strikers shall be adjustable to ensure weathertight fit. Unless not possible, do not include rear conduit chute or other auxiliary doors.
Rock Shields: The front corners of the bed, which extend beyond the cab, shall be covered full height with unpainted aluminum diamond deck, it shall be installed after the bed is painted and held in place with rivets.

Mud Flaps: Provide 3/8-inch thick rubber mud flaps on the rear of bed. Mud flaps shall be a maximum of 10 inches from the ground and comply with height and width requirements. There shall be enough clearance between the mud flaps and the tire to prevent the mud flaps from being caught between the tire and a large pothole when backing. Mud flaps shall not touch the exhaust pipe at any time during normal vehicle use.
Exhaust Tail Pipe: Exhaust tailpipe shall be even with or beyond the outside edge of the bed not including the bumper. If an extension is necessary, it shall be made from the same grade of material as the existing tailpipe and fastened by welds.
Rear Bumper: The rear bumper shall be heavy duty straight type with lowered center step and with non-slip safety tread pattern (diamond plate) on the horizontal surfaces. Material thickness shall not be less than 12-gauge. The rear face of the body directly above the bumper shall be protected by a minimum 4-inch high kick plate. The kick plate and bumper may be black.
Trailer Hitch: Reuse existing OEM hitch receiver. If not possible then, a minimum class IV hitch shall be installed so that the receiver is flush with the rear bumper. A 7 pin (flat or blade pins) RV connector shall be wired and solidly mounted in an appropriate location near the hitch.
Wiring and Electrical: Electrical connections shall be mechanically secure, bolted, crimped or soldered. All parts of the electrical system shall be protected against corrosion and mechanical wear. Grommets shall be used where wires pass through metal. Wiring shall be kept a minimum of 4 inches away from fuel systems and exhaust systems. Wiring shall be encased in plastic wire loom or metal tubing and clipped at no more than 18-inch intervals to prevent rubbing or chafing. Crimped or soldered connections shall be sealed with silicone dielectric compound or equivalent. All connections shall be protected with heat shrink insulation. Wiring shall be protected by a split plastic loom and minimal wiring shall be inside the bed compartments.
Wiring that is inside the compartments shall be secured on no more than 6-inch centers and routed in the comers and ceiling. No wiring shall be located against the compartment floors.
Lights: The body shall be supplied with all lights, reflectors, and wiring required for a complete and finished unit. Lights and reflectors shall meet Federal Motor Vehicle Safety Standard 108. A rubber mounted backup light and a combination stop, tail, and directional light shall be flush mounted on the rear of the body on each side. Space for a license plate shall be provided below the tail and backup light on the drivers’ side with a light above it reflecting down onto the plate area. Clearance lights and reflectors shall conform to US DOT Standards. Forward most clearance lights on the body shall be mounted on the side of the body rather than on the front and positioned where they will not shine in the rear-view mirrors.
Painting: Components shall be painted to match the manufactures color code of the vehicle delivered; except the rear bumper it can be black. Prior to painting, all metal surfaces shall be cleaned of rust, grease, weld slag and splatter, and other foreign material. All edges shall be de-burred and free of sharp edges. Bodies with steel floors shall have the understructure and underside of the floor completely sealed with a heavy coat of protective petroleum or oil-based undercoating. Fuel filler caps and plastic fuel filler bezels shall not be painted. Bed shall be warrantied against rust-through for a minimum of 6 years.

Installation: Bed shall be designed by the bed manufacturer for the vehicle it is being installed on using off-road body mounting. There shall be no welding on the frame ahead of the rear most spring hangers. There shall be no drilling or grinding on frame flanges ahead of the rear most spring hangers. Mounting bolts shall be minimum 1/2-inch Grade 5 with flat washers and self-locking nuts. Provide a minimum of six mounting points, two in the front outboard, two in the middle, and two in the rear outboard. The middle mounting point shall be attached to the bed, but only rest on the vehicle’s frame so it transfers only the vertical load. Provide a minimum of two crash restraint barriers to prevent forward movement of the bed. Clearance between cab and bed shall be a minimum of 1 inch and a maximum of 3 inches. Tire Chain Clearance -minimum vertical clearance shall be equal to maximum suspension travel plus 2 inches.
Maximum suspension travel will be the distance between the axle and the rubber bumper on the frame plus 1 inch. Minimum horizontal clearance shall be 3 inches on the inside of the wheel wells and 2 inches on the outside of the wheel wells. It is not acceptable to extend the outer edges of the wheel wells beyond the width of the compartments. Gas tank filler shall be mounted in accordance with Federal Motor Vehicle Safety Standard (FMVSS) 301. There shall be no kinks nor restrictions in the hose between the tank and filler connection, so that fuel station pumps do not shut off until the tank is full, and if closer than 12 inches to the rear tire, have a shield made of minimum 14-gauge steel to protect it from objects thrown by the rear tire. Minimum clearance between the filler hose and rear tire, with any amount of suspension travel, shall be 6 inches.
ADDITIONAL EQUIPMENT TO BE INSTALLED
Backup alarms: Reuse existing equipment on vehicle if equipped. If not equipped, install new alarm Backup Camera: Reuse existing equipment on vehicle if equipped or if supplied install/mount camera.
Tie down rings: A minimum of 6 wall-mounted, protruding no more than 1”and positioned with one in each corner and two in the middle (one each side). All must be within 1” of the bed floor.
Rated at 2,000 lbs each.
Bedliner: Must be applied by spray to the utility body cargo area sides and floor excluding the superstructure.
Additional Lighting: All lights should be LED. Must have two dome lights mounted to ceiling with single switch inside cargo area near rear doors. Must have five work lights installed with two on each side and one on rear of superstructure. Work lights should be near flush with the body and be angled toward the ground, Lights cannot be taller than the top of the superstructure.
Work lights should be wired to the factory upfitter switches located inside truck cab.
Equipment hooks: Adjustable hook system (E-track) on both sides of bed inside cargo compartment mounted as high as possible. Provide a minimum of 10 hooks suitable for hanging packs weighing 60 lbs. Hooks shall not be larger than 2” in size. Hooks shall fold to the side when not in.
Grab Handles: None unless included from manufacturer with the bed.
Spare tire mount: None if tire is mounted under vehicle with OEM mount. If not, install vertical mount on inside of bed at front.

Payment
(a) Invoice. The Contractor shall invoice through the Invoice Processing Platform (IPP) system.
Contractor shall submit all invoices electronically via IPP. Payment will be made from the Contractor’s invoice and shall be in accordance with FAR clause 52.212-4(g) Invoice.
(b) IPP. The Forest Service is utilizing IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a web-based system that provides one integrated, secure system to simplify the management of vendor invoices. It is offered at no charge to federal agencies and their vendors. After contract award, enrollment in IPP shall be completed by the USDA Forest Service based on the Contractor’s System for Award Management (SAM) account. Once enrolled by the agency, the Contractor shall receive two (2) emails: 1) one with an IPP login ID; and 2) one with a temporary password. The Contractor must ensure that the Point of Contact’s email address is up to date in the Contractor’s SAM account at www.sam.gov and that any recent update(s) have been allowed time to process resulting in an “Active” status on the SAM account.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature.
