Description of Requirement

Purchase and install fire command package build for the vehicles listed above in the schedule of items. The Contractor shall provide and install after-market components, accessories, and vehicle decals on the Government-Furnished vehicles as outlined in the attachments.

The Government will deliver the vehicle and provide the following for installation:

• Mobile King Radio and Antenna

• C.B. Radio and Antenna

• Cell Phone Booster

• Forest Service Shield and Door Number Decals

The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence.

Delivery Date and Delivery Location

The Government will deliver and pick up the vehicle within a 200-mile radius of Coeur d’Alene, Idaho, to be completed by 09/30/2024.

If the above date can’t be met, shall indicate an alternative date:__________________________.

Must have a warranted maintenance facility within 200 miles of Coeur d'Alene, Idaho.

Addenda to 52.212-4:

Invoice Processing Platform (IPP). The Invoice Processing Platform (IPP) is a secure, web-based service that more efficiently manages government invoicing from purchase order (PO) through payment notification at no charge to federal agencies and their vendors.

The Forest Service is utilizing IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. Payment through IPP is an Electronic Funds Transfer (EFT) into the Contractor’s bank account.

Vendors that are required to submit an invoice through IPP do not need to contact IPP to enroll.

Enrollment will occur directly through the agency they are doing business with. Once enrolled by an agency, vendors will receive two (2) emails from IPP (stls.ipphelpdesk@stls.frb.org) with IPP login ID and a temporary password.

452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

TECHNICAL SPECIFICATIONS FOR FIRE COMMAND VEHICLES

LIGHT BAR

The light bar will be 54”, centered from front windshield to back of cab, mounted with the use of appropriate mounting brackets sized to fit the vehicle being outfitted.

Lighting be a Whelen Liberty II or equivalent and will consist of low profile, light-emitting diode (LED).

Lenses will be clear with internal LED or strobe lighting illuminating the corresponding color as described in the specifications and lighting schematic sheet.

The lighting schematic will be set as follows:

• Two (2) forward-facing white takedown modules in the two center positions.

• Two (2) Alley lights mounted one on each end.

• Two (2) forward-facing, steady red modules, one outboard of each takedown light

• Two (2) forward facing. flashing red modules, one outboard of each steady red module

• Four (4) corner position red flashing modules.

• A traffic advisor shall be installed into the rear-facing portion of the light bar. The traffic advisor shall consist of six (6) amber lamps.

SIREN SPEAKER

Siren speakers will be compact and a minimum of 100 watts.

CONTROL HEAD

The control head must be Smart Siren Platinum Controller. Model Number SSP3000B or SSP2000B

Installation of control head shall include wiring Forest Service Bendix King radio into the control module to enable PA and Radio broadcasting.

The position control will be wired as follows

• Pos. 1 Light bar

• Pos. 2 Light bar + grille lights + rear lights + side lights

• Pos. 3 Light bar + grille lights + rear lights + sidle lights + flashing alley + takedown lights + Siren

Push button functions will be set as follows:

• 1 Left alley

• 2 Right alley

• 3 Take down lights

• 4 Left amber traffic advisory

• 5 Right amber traffic advisory

• 6 All amber traffic advisory lights

• All other push button functions reserved for future use

CENTER CONSOLE

Center console will be sloped from the front to the back (see picture) and type which installs between the driver and passenger seats and is secured to the floor of the vehicle. Wide Body w/ Open Storage 20″ Center console or closed storage box on the rear of center console that will be capable of mounting the following items. Any removed items/equipment will be returned to the government.

Radio’s and Siren Control head will be installed in the following order from top to back.

• Forest Service supplied C.B. radio and antenna installed.

• Forest Service supplied mobile King radio and antenna.

• Siren/light control head.

• All antennas and Cell phone booster antenna we be installed on Acari mount with wiring for antennas to go through rear break light assembly. No holes are to be drilled in the roof of the truck for the installation of antennas.

• (2) Top mounted cup holders in the rear most top position.

• (3) USB charging port wired.

• (3) plug in cigarette type receptacle located on the front most top position wired.

• (1) Flexible, “goose-neck” task LED light, 18” length with on/off switch and dimmer control. installed on Passenger side of Console towards the top.

• (1) adjustable armrest Driver and Passenger.

• (1) Fuse Panel for wiring additional items 12 volt, installed inside console.

• Power switch for console to be installed on side of console on drivers side.

• Charge guard with auto shutoff set to one hour installed inside console.

• Connect existing vehicle radio USB to console if not already connect, vehicles arrived from factory with original center console and this may need to be reconnect to allow the use of the USB with cell phones.

• Cell Phone booster, installed inside center console, Forest Service Supplied

GRILLE LIGHTS

Slim profile LED lights will be installed on the vehicles. Two individual LED light heads consisting of a red and white will be used.

Whelen ION Series Super-LED Universal Light s or equivalent will be installed. The two lights will be installed near the center of the grille. Driver-side light will be a red LED and passenger-side light will be a white LED. Please note: The accompanying pictures show dual colors in a single light, the lights required are a single color per light.

CORNER LIGHTS

Conflicts with certain Dodge and Chevrolet vehicles onboard computer systems occur when using a headlight flasher such as the UHF2150A. Use of headlight flashers will not be used.

Four compact LED corner lights will be installed in each vehicle. Two will be white, one in each in the front head light assembly or within an enclosed bezel and two will be red, one each in the rear taillight assemblies.

Whelen Vertex Competitor Series Super-LED or equivalent will be used.

SIDE LIGHTS

Two compact red LED side light will be installed in each vehicle, one on drive side and one on the passenger side front quarter panel.

Whelen ION Mini T-Series Linear –LED optics or equivalent will be used.

Vehicle Striping

Reflective Forest Service Decal Kit: Reference attached document for striping standards and Vehicle Identifier.

Forest Service will supply the Forest Service Shield and door number decals.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(d) Representation. The Offeror represents that—
