STATEMENT OF WORK
COMPRESSED GAS CYLINDERS AND DRY ICE SERVICE
1. General The purpose of this Statement of Work is to provide the Forest Pest Methods Laboratory a contract that will provide service for compressed gas cylinders and dry ice deliveries. The gas cylinders and dry ice are used to support gas chromatography machines, chemical distillation equipment, and insect specimen conservation.
2. Background The Forest Pest Methods Laboratory conducts scientific research as part of the United States Department of Agriculture’s Animal and Plant Inspection Services’ (APHIS) Plant Protection and Quarantine (PPQ) program in order to prevent the entry, spread, and establishment of agricultural pests and diseases. The lab is located at 1398 West Truck Road, Buzzards Bay MA, 02542 on Joint Base Cape Cod.
Laboratory research includes insect semiochemical identification of unknown insect pest and biological control agents, molecular identification and population genetics of economically important pests, and methods development for infested commodities. All listed scientific fields require the support of analytical equipment that are completely dependent on the availability of the gasses and dry ice listed in this SOW.
3. Specifications and scope of work We require compressed standard gas cylinders of the following gasses: Helium (ultra-high purity), Hydrogen (ultra-high purity), Air (dry), Air (breathing 300), Nitrogen, and Carbon Dioxide including delivery and lease of the cylinders. In addition, we require shipments of dry ice. The contactor will deliver full gas cylinders and exchange those with empty cylinders on request.
4. Performance of Period The specified period for this BPA begins at the date established in shown in Block 3 of the SF Form 1449 and ends 5 calendar years later.
There will be one base year with four (4) optional years.
Base Year: Date of Award – 09/30/2022 Year 2: 10/01/2022 – 09/30/2023 Year 3: 10/01/2023 – 09/30/2024 Year 4: 10/01/2024 – 09/30/2025 Year 5: 01/01/2025 – 09/30/2026
5. BPA Call/Government Purchase Card Orders BPA Call will be placed against this Blanket Purchase Agreement via electronic means in the Integrated Acquisition System (IAS) and issued via email to the contractor. BPA Call will be placed throughout the year for project related orders exceeding $10,000. Each BPA Call will identify the specific project name. Request sent to contractor will identify which BPA Call and project it is associated with. The contractor must reference the associated BPA Call number on invoice and delivery paperwork.
USDA will place orders for amounts less than $5,000 using a government purchase card (pcard) for routine or non-project related testing. Below are Purchase Cardholders who are authorized to place pcard orders:
Alyssa Pierce – Alyssa.D.Pierce@usda.gov PH: 508-563-0908 Kendra Vieira – Kendra.A.Vieira@usda.gov PH: 508-563-0920
Pcard orders will be placed via the contractor’s web interface. The request shall reference the Blanket Purchase Agreement number and Purchase Cardholders name for payment. The Contractor will issue an invoice for purchase card orders, including the price of the gases/dry ice, delivery fees, fuel charges, and hazmat fees. There will be a yearly invoice for the cost of leasing the steel cylinders. The Contracting Officer Representative (COR) shall keep track of all pcard and BPA Call. The Contracting Officer will request a quarterly and/or annual report of purchase card transactions from the COR.
6. Invoicing
Contractors must submit invoices and attach all supporting documentation as required within 5 business days of completion of services provided.
USDA uses the Invoice Processing Platform (IPP) for electronic submission and tracking of purchase orders, invoices, and payment information to its suppliers of goods and services: Enroll at https://ipp.gov. The IPP is a government-wide secure web-based invoice processing service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).
You will receive a notification of your one-time enrollment requirement in an automatic invoice payment notification system available through IPP. This one-time enrollment in IPP means that you will receive a series of e-mails from Treasury services.
There will be no carcass purchase payment required by the commercial harvester. In lieu of carcass purchase payments, there will be a 50% donation, percentages based on total harvest for each harvest day (donation percentages based on % of harvest carcass weight). No shipping costs included and assumes donation can be dropped off at facility during return trip or non-profit will pick up.
7. Contracting Officer Representative (COR) The Contracting Officer will designate a Contracting Officer’s Representative (COR) at the time of award. The COR will be the contractor’s local Government contact for contracts awarded against this requirement.
mailto:Alyssa.D.Pierce@usda.gov mailto:Kendra.A.Vieira@usda.gov https://ipp.gov/
The COR is responsible for monitoring the performance of work under contracts awarded as written in the contract. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of the contract be effective or binding upon the Government unless advance authorization is received from the Contracting Officer, and proper contractual documents executed by the Contracting Officer prior to performing the work.
The COR shall inform the Contracting Officer as soon as possible of any recommended modifications, and actions or inactions of the contractor or the Government which could affect the contractor’s ability to comply with the contract performance requirements or completion times.
Whenever, in the opinion of the contractor, the COR requests effort outside the scope of the contract, the contractor shall so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer shall be notified immediately.
PROCEEDING WITH WORK WITHOUT PROPER CONTRACTUAL COVERAGE AND APPROVAL OF
THE CO COULD RESULT IN A BREACH OF CONTRACT AND NONPAYMENT.
The designation (delegation of authority) shall be provided in writing to the COR/COTR and the contractor. The delegation of authority shall clearly explain the COR/COTR’s role and responsibility on the contract, and limitations of authority.
