About this file

This is a Request for Proposal (RFP) from the USDA Forest Service for field vegetation sampling support of timber management activities on long-term silviculture studies. The small business set-aside contract (NAICS code 115310) will be awarded for three years from October 2025 to September 2028, with a base year and two option years. The contractor will perform vegetation sampling on plots in the Chippewa National Forest, including relocating and measuring vegetation plots, recording tree measurements, mapping stem locations, transcribing field data, and providing digital files to the Northern Research Station.

The solicitation requires a contractor with extensive forestry and botanical knowledge who can operate equipment like GPS devices, diameter tapes, and digital calipers, and has specialized plant identification skills. The work involves sampling vegetation on multiple research study sites in Minnesota counties including Itasca, Aitkin, Cass, and St. Louis. Offers are due by September 10, 2025, at 1700 EDT, with a site visit recommended. The contract will be awarded on a best-value basis, evaluating technical capabilities, past performance, and price, with technical factors being more important than price. The estimated hours are 333 for the base year and 600 hours for each of the two option years, with invoicing based on actual production hours.
