STATEMENT OF WORK (SOW) Strasburg, Virginia 22657 Tree Planting
George Washing & Jefferson National Forest
SPECIFICATIONS
SCOPE OF WORK – The George Washing & Jefferson National Forest Shenandoah River Ranger District is seeking contractors to complete tree planting across 120-acres. The Contractor shall furnish the tools & transportation, and perform all work necessary to conduct the work in compliance with terms, specifications, conditions, and provisions of this solicitation. The Shenandoah Ranger District will provide containerized shortleaf pine seedlings for planting.
TIMING – Tree planting will be scheduled to occur during the months of February 1st through March 15th of 2025. The start date of tree planting will depend on when seedlings are lifted at the nursery and delivered to the George Washington & Jefferson National Forest tree cooler where seedlings will then be made available to the contractor. It is expected that the seedlings will be available to the contractor during the first two weeks of February to begin planting. Once received by the Forest and then made available to the contractor seedlings shall be planted as soon as possible, ideally within two weeks of being made available to the contractor, but no longer than three weeks to prevent seedling degradation that could occur during prolonged periods of cold storage.
LOCATION – The area to be planted is located within the boundaries of the George Washington & Jefferson National Forest, Shenandoah Ranger District, in Hardy County, West Virginia. Project area map is attached. Planting Unit can be easily accessed via Squirrel Gap Road and is located at a driving distance of approximately 22 miles from Interstate I-81, Exit 296 in Strasburg, VA. This was recently harvested and is fairly open for planting operations.
ACCESSIBILITY – All areas can be accessed through National Forest land. Consult the Contracting Officer Representative (COR) for optimal access routes as necessary. Roads leading to the planting area are well maintained.
BOUNDARY DESIGNATION – Unit boundaries will be designated by paint or flagging and detailed information on planting unit area designation will be provided to the contractor prior to commencing work on the contract.

DESCRIPTION OF WORK
ITEM 2 – TREE PLANTING, 12 ACRES
Containerized seedlings shall be planted following the procedures shown in Exhibit A A. Planting Specifications
1. Approximately 35,000 1-year old (1-0) containerized Shortleaf pine (SLP) seedlings shall be provided to the contractor. Contractor shall work with the COR to pull only the amount of seedlings needed for one day of planting at a time from the District tree cooler at the beginning of each day of planting, unless contractor is able to provide alternative cold storage that has been approved by the
COR.
2. Seedlings will be planted in “clusters” of approximately 25 trees with approximately 10 to 14 clusters per acre. Trees within the cluster will be planted 4 to 5 ‘ feet apart.
3. All seedlings will be planted so that the bottom of the seedling “crook” is at or just below ground level, and with no soil covering any live laterals or
Figure 1. A modified KBC bar (left) and a machine auger with a 6-inch bit (right) used to plant oak seedlings with larger root systems.
foliage
4. Seedling root plugs must be completely covered with soils
5. Seedlings should be firmly planted, so that they cannot be pulled out of the ground by grasping a few needles
6. Clusters of trees will be planted roughly in a circular or square configuration.
7. Tree planting locations shall be planted at designated cluster locations. At each cluster location, a ping flag should be present at the center marking the location.
8. Place a pin flag (pink), steel wire stake flags, 4” x 5” x 36”, “Pink Glo” (arctic grade) at the center of each planted cluster.
9. Seedlings are perishable and must be kept in the “closed” cardboard box that they come in until they are ready for planting. Seedling boxes at the work site must be kept in the shade or covered with tarps at all times to ensure they do not become too warm which will cause seedling mortality
10. Work will not begin until suitable soil conditions are met as determined by the COR, Inspector, or Contractor.
B. Equipment and Personnel Requirements Contractor will furnish sufficient labor, transportation, and supervision to plant the designated areas. Planting equipment must pass a brief inspection by the COR or Inspector to confirm they are the proper type and size, and in such condition to accomplish the required planting to the standards specified.
C. Care, Handling, and Storage of Seedlings
• Storage of Seedlings – Seedlings can be stored in the tree cooler at the Shenandoah Ranger District Office, 95 Railroad Avenue , in Shenandoah County, Virginia. Contractor shall be responsible for loading and transporting seedlings from the tree cooler to the planting areas.
• Availability of Seedlings (if using Shenandoah RD tree cooler) – Seedlings may be picked up during normal business hours, 8am to 4:30pm, Monday through Friday, except Federal Holidays. Seedling pickup must be coordinated with the COR or other COR designated representative to ensure that someone is available to transfer seedlings to and from the cooler.
Contractor must protect the seedlings and take precautions to prevent damage to them from the time or until they are planted. This shall include, but is not limited to:
1. Seedling Sensitivity – On adverse weather and dry, hot, soil conditions, every effort must be made to plant seedlings during favorable weather conditions. Therefore, during marginal days, the COR or Inspector may prohibit planting. A marginal day is defined as when air temperature is above 90 degrees F, when relative humidity is below 30%, and/or when 7 days have elapsed without at least
0.75 inch of rainfall having fallen. A day can be classified as marginal when any one of the above conditions exists.
11. Root Care – SEEDLING ROOTS MUST BE KEPT MOIST AT ALL TIMES PRIOR TO
AND
DURING PLANTING. Seedlings must be placed immediately into seedling bags once they are removed from the shipping box. Personnel will carry seedlings in planting bags and remove one seedling at a time just prior to placing the seedling in the ground.
12. Protection from Sun and High Temperatures – Seedlings must be handled, stored and transported in a manner to protect them from sun and high temperature buildup in boxes or bags of seedlings. Contractor will provide seedling tarps, shade tarp, or similar equipment, to be used to protect the seedlings from the sun and wind. Seedlings shall not be exposed to air and sunlight for more than 30 minutes after removal from seedling boxes and larger seedling transport bags until being placed in smaller seedling planting bags such as shoulder or waist mounted planting bags with an approved medium (e.g. dirt or peat moss from source approved by COR) with suitable moisture to cover roots within seedling bags that will be used to carry seedlings throughout the planting area while being actively planted.
13. Protection from Freezing – Contractor shall protect tree seedlings from freezing weather.
Contractor shall return any unused tree seedlings to the tree cooler each evening if below freezing weather is predicted overnight unless another cold storage area has been approved by the COR. Seedlings should not be planted when the ground is frozen, or at air temperatures below 25 degrees F. Contractor will wait until temperatures are above 25 degrees F and the ground has thawed prior to planting.
14. Protection from Contamination - Seedlings shall be protected from contamination by materials such as gasoline, diesel, fuel, oils, sharp tools, or chemicals, which may damage the seedlings.
D. Inspection Procedures
Contractor will inform the COR or Inspector once an area is completed so a final inspection of quality control data and work on the ground can be made. Should remedial work be required it shall be done before moving to another area.
• Satisfactory Planting - It is inherent in tree planting that some seedlings will be improperly planted and some degree of allowance should be made for improper planting when the area is otherwise considered satisfactorily planted. Therefore, an allowance will be made for acceptance of an area as satisfactorily planted provided that at least 90 percent of the prescribed number of seedlings per acre is planted in accordance with the specifications. 100 percent payment will be made for areas satisfactorily planted with 90-100 percent of seedlings.
• Unsatisfactory Planting - If below 90 percent of the prescribed number of seedlings per acre are planted in accordance with the specifications, the area may be accepted but with a penalty. The penalty is a reduction of 1% in the contract-planting price for every 1% the number of properly planted seedlings is below the prescribed number of seedlings per acre.
If the area is 25% or more below the prescribed number of seedlings per acre the area will require remedial work to bring the number of seedlings to within 90% of the prescribed number of seedlings per acre.
GENERAL
INFORMATION
METHOD OF MEASUREMENT – Acreage listed in the schedule was determined by Global Positioning System (GPS) mapping, and for the purposes of this contract is considered actual acreage and not an estimate.
