STATEMENT OF WORK FOR SECURITY AT THE EYNF SUPERVISORS OFFICE

GENERAL REQUIREMENTS

1.0 Introduction. The El Yunque National Forest, Supervisors Office (SO) has a requirement for security, door alarms and after hour alarm services. The contractor(s) will be responsible installation and maintaining door alarms, alarm calls, labor, transportation, equipment, materials, training and licenses. The location is identified as:

1.0 Scope of Contract. The Contractor(s) shall furnish personnel to provide services security alarm installation and after hours alarm service at/for the Supervisors Office (SO) for the El Yunque

National Forest in accordance with the provisions and specifications contained here. The Forest

Service will reserve the right to make partial award to multiple vendors Work will consist of the following:

1.1 Item 1 Provide an unarmed guard for the exterior and parking areas of the S.O.

1.1.1 Maintaining safe area of parking at the Crespo Building. Coordinate with local law enforcement in the event of disruptive or hostile individuals.

1.1.2 Upon request by visitors provide directions in either English or Spanish to the floor and location of the Supervisors Office.

1.1.3 Coordinate with afterhours alarm services at start of shift and before leaving at the end of day for information on incidents or suspicious people in the area.

1.1.4 The Forest Service will not provide training or license to Contractor. Contractor is required to meet all OSHA and Puerto Rico laws and regulations.

1.1.5 Notify the FS Patrol captain and FS Safety officer of any incidents, trends or potential hazards.

1.1.6 Uniform A uniform is recommended but not required. If there is no uniform, clothing shall be kept in a professional appearance. Items of clothing that represent a personal opinion such as a political view will not be considered professional attire.

1.1.7 Location. All guard services will be provided at the El Yunque Supervisors Office, Crespo

Building. Contractor is to report to the SO at 2pm and check in with EYNF dispatch.

1.2 Item 2 Alarm Installation

1.2.1 The contractor shall provide and install alarm system and alarms for two door on the El Yunque

National Forest Supervisors office (Crespo Building) in Rio Grande. The alarms will be located on the East fire escape door and the main doorway on the south side of the building that enters the stairwell on the 3rd floor.

1.2.2 The alarm system will need to immediately and remotely communicate with after hour’s security service. The Alarm system will also need a key pad for employees to enable or disable the alarm.

1.2.3 The alarms will be connected to a backup power system in case of power failure.

1.2.4 The contractor shall be responsible for all materials and supplies related to the installation of the alarm system and door alarms.

1.3. Item 3 Provide afterhours alarm service

1.3.2 Contractor shall will be at the S.O. within 30 minutes of an active alarm.

1.3.3 Contractor shall notify the EYNF point of Contact (POC) within 1hr of active alarm.

1.3.4 The contractor will communicate with local law enforcement as needed during alarm activation.

1.3.5 The Contractor shall provide an incident report to the afternoon shift security guard located at the

S.O.

1.3.6 The contractor shall record any alarm activations and the cause. A report will be submitted monthly to the COR or upon request from the COR.

1.4 Government Furnished Property and Services. The contractor is required to provide all supplies and materials necessary to complete the job.

1.5 Contractor(s) Responsibility

1.5.1 The Contractor(s) is responsible for transportation to the worksite each day. The Contractor is responsible for the prompt reporting to work and attendance.

1.5.2 The Contractor(s) is responsible for all Federal and State tax liabilities.

1.5.3 The Contractor(s) is responsible for obtaining all necessary licenses, permits, and for complying with any applicable Federal, State, and municipal laws, codes, and regulations in connection with the execution of the work.

1.5.4. The Contractor(s) is responsible for adhering to all safety requirements of the Forest Service. This includes, but is not limited to wearing seatbelts while in Government vehicles. The Contractor(s) shall take proper safety and health precautions to protect the workers, the public, and property. The

Contractor may be held financially responsible for any damage to persons or property that occur as a result of his/her fault or negligence.

1.5.5. The Contractor(s) is responsible for recording all time worked, and the submission of completed time reports and Invoices for Payment

1.5.6. The Contractor(s) is responsible for the successful completion of the assigned tasks.

1.6 Supervision. The Contractor(s) is expected to adhere to all instructions and directions issued by the Contracting Officer's Representative (COR). The COR will give detailed written or oral instructions, but will not provide continual supervision. The COR will inspect the Contractor's work while in progress and after completion.

1.7 Rejection of Contractor or Contractor's Employees. The Government reserves the right to reject, at any time and without notice, any contractor or contractor's employees who, in the opinion of the Contracting Officer, does not meet the Skill and Knowledge or Contractor Responsibility requirements described herein.

2.0 TECHNICAL REQUIREMENTS

2.1 Item 1 Physical Requirements and Working Conditions. Contractor must be 18 years of age or older. Work requires long hours standing, walking, directing visitors.

2.1.1 The work is performed in an outdoor environment where rain can be expected. Temperatures may range from very hot and dry to cool and extremely wet. Work during rain activity may be required.

Work requires the use of safety equipment such as traffic safety vest with reflective material.

2.1.2 The security guard must be proficient in both English and Spanish.

2.2.1 Item 2 The alarm system must be able to communicate to afterhours service by internet/cellular/radio/microwave/ to the afterhours alarm service.

2.2.2 The alarm system must have a backup power source.

2.2.3 The alarm system will have a keypad located close to the doors to disable or turn on the alarm system.

2.2.4 The alarm system will have a test capability to determine working condition.

2.3.1 Item 3 The afterhours alarm contractor must have the capability to receive immediate active alarm notifications.

2.3.2 The contractor must be able to immediately notify local law enforcement, and the El Yunque NF point of contact within 1 hour of active alarm.

SCHEDULE OF WORK.

3.1 Item 1 Security Guard service 2- 6pm Monday through Friday, excluding federal holidays, Federal Furloughs and other times when the office is closed due to potential hazards.

3.2 Item 2 N/A

3.3 Item 3 After Hours Alarm Service – 6pm – 6am Monday through Friday. 24hrs on Saturday, Sunday, Federal Holidays, Government Shutdowns or times of office closures. On call alarm response as needed upon an activation of the alarm at the SO.

MEASUREMENT AND PAYMENT

4.1 Measurement.

Item 1 The contractor will record the number of hours worked per day on the time report. Lunch and/or dinner breaks do not count as working hours. No overtime will be scheduled or approved.

After hour calls to an active alarm will also be recorded with time spent at each call.

Item 2 Full payment will be made upon inspection by the local COR and all items are in good working condition.

Item 3 The contractor will provide services as outlined in the scope of work. If the contractor fails to meet the notification time frames or activated alarms are unchecked, will result in a reasonable deduction of pay or termination of the contract.

4.2 Payment. On the final work day of each month, the Contractor may submit to the COR a completed time report and Invoice for Payment. Contractor is responsible to register and submit its invoices through the IPP system. Payments will be made in accordance within the prompt act.

1. INVOICES AND PAYMENTS

Invoices for final payment must be so identified and submitted. When the order is complete no further charges shall be billed.

Invoice Processing Platform

This purchase order shall require all invoices to be submitted digitally through the Department of

Treasury’s Invoice Processing Platform (IPP), https://www.ipp.gov. The contractors must follow the instructions on how to register and submit invoices via IPP as prescribed in the communications from USDA Treasury. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
