Scope of Work
STATEMENT OF WORK
YOKAHU TOWER SITE

Purpose
The El Yunque National Forest, has a requirement for Doors and Windows installation for the Yokahu Tower. The Agency has posted Request for Quote (RFQ) #1243ZP20Q0009. The purposed acquisition classified under the North American Industry Classification System (NAICS) Code is 238350 Doors and Windows, prefabricated, Installation. The Contractor will provide all necessary labor, services, administration, facilities, supplies, materials and equipment necessary at Yokahú Tower.
Work performance is to replace main store vertical accordion type sliding door, replace/install damage/missing three (3) awnings at the outside view windows, install missing one (1) awing at the main entrance gate of the tower that cover the area with the step walk at the tower entrance, one (1) Horizontal accordion gate door fence at entrance of the store, replace three (3) associated accordion (rolling door) vertical type windows with in kind or similar of existing (upon written quote and approval) fixtures (approx.. size 24” by 48”) and replace one (1) vertical rolling door at the main entrance of the store approx. (Size 68” by 130”). Fixtures must be white.
Accordion/gates/rolling door (windows) must be lockable from interior of the store.

1- Accordion door must be lockable from exterior. Also, the metal gate sliding from left to right interior of the main accordion door is to be replace in kind and made usable. If impossible contractor will provide justification and quote in writing for replacement.
All replacement materials and fixtures must be of the highest quality for outdoor applications and be covered by warranty. Absolutely no modification to the structure of the tower, including chipping or removing portions of the tower concrete will be allowed.
2- Contractor will be responsible of walls/paint/structure and area at interior or exterior when performance of installation/replace in kind/replacement are done on this performance.
3- Contractor shall provide all labor, materials, equipment, supplies, (etc…) to effectuate the completion of this project. Contractor shall meet with the Government [e.g., Officer-in-Charge (OIC), Program Project Manager, Contracting Officer Representative (COR), Designated Safety Representative (DSR), etc.] to ascertain a clear understanding of the project scope; existing conditions; accessibility requirements, and scheduling concerns. Tasks that are unclear shall be confirmed with the Contracting Specialist (CS) prior to incurring costs. All work shall comply with all applicable federal, state & local building/construction codes. All work shall be guaranteed with a one-year blanket warranty after project acceptance.
4- GOVERNMENT FURNISHED MATERIAL: The Contractor will provide all necessary personal safety equipment.
5- Contractor should make a site visit to verify before bid proposal.
6- Contractor will require to submit color for awnings, to have approval of color before install. Rolling doors & awing color will require to be verify at site by contractor. Contractor will be responsible before submit bid. After contractor submission, FS will be responding color approval not later than 4 days.
7- The contractor will require/responsible to verify length and existing condition before bid.
8- Contractor are requiring verify on site visit if are any discrepancy before bid proposal.
9- All outages shall be requested a minimum of 7 calendar days in advance, in writing, to allow for proper notification of personnel since area is part of EN (Easter National Service).
10- Coordinate with USFS personnel to receive completed project.
11- All construction, replace in kind, structural, masonry or mechanical parts will be warrantied at least 1 year after completion and acceptance from USFS site personal.
12- Contractor will be responsible for debris and garbage related to the performance of this work.
13- In the event of outages, All outages shall be requested a minimum of 7 calendar days in advance, in writing, to allow for proper notification of personnel since area is part of EN (Easter National Service).
14- The contractor shall visit the site for verification of existing conditions and work to be performed prior to submitting a bid. Once the project is awarded, the Contractor shall prepare a sketch for Forest Service (FS) approval regarding the work performed in this SOW.
The Contractor is responsible for all damages that occur during the performance of work and will be at cost the contractor.
Notes
Due to extreme humidity environment all materials for this job will be required to be corrosion resistant.
Yokahú tower is open to the Public 7 days a week from 8:30 am to 4:30 pm.
Contractor will require all the times keep the site/ area of performance work safely for the public, visitors & employees including contractor employees all the times safely & preventing any issue.
Performance Period:
The Contractor shall complete all required under this SOW in 45 calendar days of issuance of the Notice-To-Proceed. Work on site shall begin no more than ten
(10) calendar days after notice of award.
Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by Contracting Officer’s Representative (COR) and/or the
Contracting Officer (CO).

Background
Yokahú Tower is an observation tower within El Yunque National Forest on the island of Puerto Rico. The Yokahú Tower is one of the two observation towers located in the park and is at an elevation of 1,575 feet. Constructed in 1963, it is widely considered the better of the two with regard to the view offered.
Yokahú tower site is located on road PR-191 Km. 9.0 Rio Grande, P.R. 00745.
The contractor's actions will be in public recreation sites on El Yunque National Forest at the following site:

II.
Objective
The El Yunque National Forest’s objective is to facilitate a safe, clean and resource conscious facility that provides for security of a small store, weather protection and animal exclusion as possible by replacing security fixtures.
III. Period of Performance
The period of performance of the resulting award be immediate upon award to completion of stated project.
IV. Government Furnished Property
Is there anything we are providing the contractor? The government shall not provide any government furnished property necessary for the fulfillment of this requirement. The contractor shall provide all materials, equipment and supplies necessary to satisfy the requirement.
V. Deliverables
The contractor will provide detailed replacement quote to include type of fixtures and any and all options for current fixture replacement to the government, including cost of each individual item. Upon government selection, the contractor will remove existing fixtures and replace 3 accordion windows and one accordion security door and replace in kind or replace one security gate.
VI. Technical Specifications The vertical accordion main door is approximately 68 inches by 130 inches.
The vertical accordion type windows are approximately 24 inches by 48 inches.
