The project includes detailed specifications and requirements for linear grading (3.030 miles), gate installation and removal, concrete footing repairs, drainage feature installation, and culvert removals and installations with riprap and erosion control measures. Contractors must provide performance and payment bonds for projects over $35,000 and furnish submittals including construction schedule, safety and fire plan, erosion control plan, traffic control plan, dewatering plans, and quality control plan. Work is restricted to 6:00 AM to 6:00 PM Monday through Friday, except federal holidays. The project uses Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and incorporates multiple Forest Service Supplemental Specifications (FSSS). The contractor is responsible for all mobilization, labor, materials, equipment, and supervision, with payment processed monthly upon government acceptance of pre-bill submittals. Project

NFSR 192 ROAD RESTORATION

General Information

1.0 Scope of Work

This project is intended to restore NFSR 192 – Roseboro Gragg Road which sustained damage during Tropical Storm Fred in 2021 and during Hurricane Helene in September 2024. Restoration work includes linear grading of lower road section, roadway reconditioning of upper road section, aggregate placement, culvert replacements/culvert installations, riprap installation, drainage excavation of hard dips/rolling dips/outlet ditches, removal and installation of gates, and repair concrete and grouting of existing AOP foundation structures.

The contractor shall be responsible for furnishing all mobilization, labor, materials, tools, supervision, personnel, equipment and other incidentals necessary to perform all work and meet the requirements outlined in the supporting contract documents.

2.0 Background

Roseboro Gragg Road (NFSR 192) is a partially open/partially closed system road on the National Forest in North Carolina (NFsNC) on the Grandfather Ranger District of the Pisgah National Forest. It is approximately 6.545 miles in total length with the upper section being a Maintenance Level 3 with aggregate surfacing and the lower section being Maintenance Level 2. The transition from Level 2 to Level 3 occurs on top of Yancey Ridge at the crossroads of NFSR 4062 and NFSR 4053.

3.0 Project Location

The project is located on NFSR 192 – Roseboro Gragg Road in the Grandfather Ranger District of the Pisgah National Forest. FROM THE INTERSECTION OF HIGHWAY 105 (N. LINVILLE AVE.) AND US-221 IN LINVILLE, NC, HEAD SOUTH ON NC-1545 FOR 0.3 MILES AND THEN TURN LEFT ONTO ROSEBORO ROAD FOR 6.8 MILES. THIS TAKES YOU TO THE BEGINNING OF THE PROJECT. THERE ARE WEIGHT RESTRICTED BRIDGES NORTH AND SOUTH OF THE BEGINNING (SOUTH

END) OF NFSR 192 (OLD HOUSE GAP ROAD).

Beginning Latitude/Longitude (MP 0.00): 36.031806 °, - 81.803278 ° Ending Latitude/Longitude (MP 6.545): 36.078264 °, - 81.783528 °

Forest maps are available from the Grandfather Ranger District Office located at 109 Lawing Dr., Nebo, NC 28761 or online at https://www.fs.usda.gov/nfsnc. Directions and vicinity map are provided in the project plans (Attachment 4).

4.0 Pre-Bid Site Visit

A non-mandatory pre-bid site visit will be scheduled at the time of solicitation to facilitate the Offeror’s understanding of the work. The Contractor is urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Contact the Contracting Officer (CO) to indicate if you will be attending the site visit at least 24 hours before the scheduled visit. If no offerors intend to attend the site visit, it will be canceled. Formal questions about the project will be accepted up to 7 business days after the scheduled visit and must be directed to the CO. Responses will be provided to all potential offerors within 3 business days after.

5.0 Request for Quotations (RFQ) Submittal Requirements

Contractor’s submittals will be evaluated using the Highest Technically Rated with Fair and Reasonable Pricing method.

Contractors shall complete the Schedule of Items (SOI).

Contractor Requirements

6.0 Technical Requirements / Tasks and Information

This project shall consist of the following tasks to be addressed over the course of the contract: (This list is not all-inclusive to the work outlined in the plans, worklist, and specifications. It is the contractor’s responsibility to read and

12363N26Q4197 NFSR 192 Road Restoration Page 10 of 99 https://www.fs.usda.gov/nfsnc interpret the plans, worklist, and specifications and perform all work required to complete the project. Some of these tasks may be performed simultaneously.)

Linear Grading Work (3.030 Miles)

Gate Installation (2) and Removal

Concrete Footing Repair of Existing AOP and Grouting to repair AOP foundation scour

Installation of Drainage Features: Hard Dips, Rolling Dips, and Outlet Ditches.

Culvert Removals and Installations:

• Culvert diameters, lengths, skew, and inlet/outlet protection is outlined in the worklist and plans.

• Dewatering will only be required at culvert installation sites with live water flow. Contractor is required to submit a dewatering plan. Water flows at culverts vary and may require alternate dewatering plans. Dewatering is incidental to all 60201 and 60202 items-no additional payment will be made.

• Any necessary excavation activities associated with culvert installation as well as hauling of culverts to each site are incidental to all 60201 and 60202 items, and no additional payment will be made.

• Place and compact material over new culverts in 6-inch layers. Culverts must have a minimum of 1ft of cover.

• Culverts with a length of >40ft will be one piece. Culverts with lengths >40 will require band with neoprene gasket.

• Riprap for inlet and outlet protection is to be machine-placed and installed with the type as specified in the plans, culvert schedule, and worklist.

Roadway Reconditioning and Aggregate Placement:

• Roadway Reconditioning includes roadbed, road shoulder, turnouts, and ditch reconditioning. It also includes cleaning of inlet and outlet and providing a 25ft transition in grade in the ditch line leading up to the inlet.

o Material removed from culverts is NOT to be placed on culvert head or on cut slope, but to be placed or cast off the fill slope to depth of not more than 4-inches.

• Roadway Reconditioning is not to be performed until all culverts have been installed and approved by the COR.

Any reconditioning performed prior to COR approval of all culvert installations will need to be reperformed.

• Completion of all roadway reconditioning sub-items listed above is required for COR approval and payment. COR approval of roadbed and ditch reconditioning is required prior to aggregate placement.

• If there is a need for stockpiling of aggregate, it will be in a location approved by the COR and placement of aggregate will be performed in a timely manner, so stockpile is not left for extended periods of time.

• Aggregate is to be placed as soon as possible after approval of reconditioning to limit any changes to the road.

• Compact aggregate as specified in the plans, FP-14, and FSSS. Compaction of aggregate is to be completed as aggregate is applied and spread or within one week (7 days) of application.

• Contractor will provide an organized compilation of aggregate and riprap tickets with tonnage amounts with each invoice.

Turf Establishment and Erosion Control:

• Any silt fence installed for erosion control is to be removed before the end of the project.

• Seeding and installation of rolled erosion control is to be completed within 15 days of soil excavation/disturbance.

6.1 Technical Specifications

This project makes use of Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP- 14). FP-14 is included by reference only and can be found on the internet at the following website:
