Statement of Work

Project consists of furnishing all labor, materials, equipment, tools, transportation, incidentals, inspection, quality control and supplies necessary to complete the road repairs after the Mosquito Fire. Due to the continued fire suppression and hazard tree removal activities occurring within the Mosquito Fire, coordination among the contractor, Forest Service, and logging operations will be needed to help prioritize road work within the Mosquito Fire while not delaying or causing major impacts to current logging operations. Contractor shall clear and grub vegetations within existing road prism, construct waterbars, construct rocked swales, roadway reconditioning, placing aggregate base, chip seal, and pothole patching. As part of the roadway reconditioning, contractor shall restore the drainage function of the road including cleaning ditches, cleaning culvert inlet and outlets, and shaping, compacting, and finishing for road drainage. Contractor shall deliver, place, and compact aggregate on existing roadbed.

All work shall be in accordance within the contract requirements and shall be completed by November 30, 2027. Contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses, permits, which comply with any federal, state, municipal laws, codes, and regulations applicable to the performance of the work.

All off-road equipment used on this project shall be washed before moving into the project area so that the equipment is free of soil, seeds, vegetative material, or other debris that could contain or hold seeds of noxious weeds. “Off-road equipment” includes all logging and construction equipment and brushing equipment such as brush hogs, masticators, and chippers; ti does not include log trucks, chip vans, service vehicles, water trucks, pickup trucks, and similar vehicle not intended for off-road use.

Equipment will be considered clean when visual inspection does not reveal soil, seeds, plant material, and other such debris. Disassembly of equipment components or specialized inspection equipment is not required. Contractor shall notify the Contracting Officer at least five days in advance of moving equipment in so that arrangements can be made for inspections.

The project area is known to contain noxious weeds. The equipment shall be cleaned before moving to other Forest System lands which do not contain noxious weeds.

Contractor is responsible for temporary traffic control and construction signs shall be in accordance with the latest version of MUTCD.

Due to the Mosquito Fire, it is expected that contractors will encounter fallen trees across the road.

Removing these trees off the road is considered incidental to the project.

Restriction on Work

Work may be performed at any time during the period of the contract, except as outlined here. Nothing in this part shall be construed to take away any of the Government’s right under the Suspension of Work Clause (52.242-14). Restrictions are as follows:

1. In Accordance with the fire plan

2. When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

Place logs and stumps away from trees, positioned so they will not roll, and are not on top of one another. Limb and scatter other construction slash to reduce slash concentrations. When scattering for erosion control, place construction slash as flat as practicable on the completed slope.

(c) Chipping. Use an approved chipping machine to chip slash longer than 3 feet. Deposit chips on embankment slopes or outside the roadway to a loose depth less than 6 inches.

Minor amounts of chips or ground woody material may be permitted within the roadway if they are thoroughly mixed with soil and do not form a layer.

(d) Debris Mat. Use tree limbs, tops, cull logs, split stumps, wood chunks, and other debris to form a mat upon which construction equipment is operated. Place stumps upside down and blend stumps into the mat.

(e) Decking. Remove brush from designated log deck areas. Limb and top logs.

Logs not meeting the Utilization Standards described in Subsection 201.04(c) shall be cut to lengths less than (fill-in) feet and decked in designated log deck location.

Merchantable timber not associated with an existing timber sale shall be cut to length meeting the Utilization Standards described in Subsection 201.04(c).

Deck logs so that logs are piled parallel to one another; can be removed by standard log loading equipment; will not damage standing trees; will not interfere with drainage, and will not roll. Keep logs in log decks free of brush and soil.

(f) Removal to designated locations. Remove construction slash to designated locations.

(g) Piling. Pile construction slash in designated areas. Place and construct piles so that if the piles are burned, the burning will not damage remaining trees. Keep piles free of dirt from stumps.
