C-241 Koenig & Bauer 8-Color Printer Base Construction (A&E Design-Build)
C1. OVERVIEW
Plant Operations is seeking a qualified contractor that can deliver a Design-build project to prepare/renovate an installation site for a recently acquired 8-Color Printing press manufactured by Koenig & Bauer. The printer’s model number is “RA106 X- 8+L SW4 SPC ALV3”. The installation site is located on the second floor of Building C, room C- 241, at the Government Publishing Office (GPO) Located in Washington DC
The selected contractor must regularly engage in Architectural and Engineering Design and Construction. The contractor must retain all the applicable services of design firm.
The Contractor will be required to supply a design and perform the necessary modifications to the space to maximize compatibility between the Printing Press and the facility. The constructed base must satisfy all machine specifications such as strength, flatness, stiffness, and other requirements as depicted in the drawings. The Base must also be in accordance with applicable codes of National Design and Construction Standards.
GPO intends to award a firm fixed price contract to the offeror whose proposal addresses all the requirements in accordance with the factors and sub-factors in the Request for Proposal (RFP). The qualified contractor shall submit a price and technical proposal to perform the work.
C2. BACKGROUND AND FACILITY
A. Existing Site Conditions
1. GPO is located at 732 N. Capitol Street Washington, DC 20401. Uses for Room C-241 previously included manufacturing space for printed paper production. Directly Adjacent is a 6- Color Press still in operation. Adjacent space uses include personnel offices, storage, and miscellaneous mechanical equipment. The tentative space for the 8- color printer is between column rows E and D and column rows 20 and 15 as shown in the provided building map.
2. The room is an area sectioned off from the rest of the floor by a metal fence. There are two points of secured entry into the area. The metal fence will be moved by others prior to construction.
3. There is currently no equipment, stored materials, or any other obstructions occupying the space where the 8-color press foundation will go. GPO will work to maintain that throughout the period of performance.
4. The floor is constructed from concrete. Please refer to the Floor and Framing plan for detailed information on the GPO structure. The visible floor is not the original floor since other modifications have been done to the slab at unknown dates.
5. One of the requirements of the machine is related to vibration. Please refer to the Vibration report conducted by Cerami in January of 2024 as it outlines the current dynamic properties of the space.
6. Results of lead testing done in Room C-241. XRF testing showed the presence of lead-based paint in the following areas:
(i) Col 2E14 – All Beige Areas
(ii) Col 2E15 – Entire Column, Beige and White areas
(iii) Col 2E16 – Entire Column, Beige and White areas
(iv) Col 2E17 – All Beige areas
(v) South Wall – All Beige areas
All other areas showed lower levels of lead present. GPO’s safety officer doesn’t think it needs abatement so that decision will be left to the contractor. If any work will be required to disturb the areas listed above, then it will be the responsibilities of the contractor to complete.
B. Site Visit A pre-bid walkthrough will be held on June 11, 2024 at 11:00 am EST Questions may not be asked on site or directed to individuals. All questions shall be in writing and submitted to the CO by the specified deadline date of June 13, 2024 at 11:00 am EST. An attempt to provide responses for questions that do not make the deadline will be made, but there is no guarantee that they will be answered.
If you would like to be in attendance for the site visit, please email: twhite@gpo.gov and llgallegos@gpo.gov by 11:00 am EST June 10, 2024. Upon arrival at GPO Please stop by the GPO Visitor Center to exchange your driver’s license for a GPO Visitor Badge to enter the building.

C. Government Furnished Information
1. Pictures taken by the Contractor are only permitted of the installation site and any equipment directly associated with the project.
2. All available record drawings will be provided upon request to the Contractor. They should not however, be considered “as built”. These drawing files are provided without warranty or obligation as to the accuracy or information contained in the files. All information in the files must be independently verified by the user. Any user must agree to indemnify and hold the GPO harmless from all claims, damages, losses, and expenses, including, but not limited to, attorney fees arising out of the use of the Computer Aided Design and Drafting (CAD) drawing files.

(v) A Vibration Analysis Report conducted by Cerami of the floor’s dynamic properties at present.
C3. PROJECT
D. Tasks
1. The Contractor will conduct a preliminary analysis of the building’s structure to determine the site’s feasibility to house the printing press.
2. The Contractor will design and construct a foundation that is compatible with the building in addition to the machine itself. When determining the foundation’s compatibility with the building, its impact beyond the installation site must be examined.
3. The Contractor will consult with the printer manufacturer and review any documentation to incorporate all specifications into the printer base design.
4. The Contractor will design and install an exhaust delivery system from the 2nd floor installation site to the 3rd floor Pipe & Sheetmetal Storage Closet, room C318. The exhaust from the 8- Color Press will deliver directly into open air through a window. Proper flow must be maintained throughout the entire line.
5. The Contractor will give the completed installation site floor and printer base a finish similar to the adjacent area. This may include but is not limited to a GPO-approved paint or a laminate.
6. The Contractor will conduct a dynamic assessment of the installation site post construction to validate the vibrational stability of the base. This is to ensure the new construction has not caused any adverse static or dynamic effect to the floor as determined in the vibrational analysis.
E. General Contractor Requirements
1. The Contractor will perform all work and provide all the labor, materials, and equipment needed to meet this Scope of Work. The government shall not loan or provide any labor or equipment.
