About this file
This statement of work outlines soil sampling and analysis services required by the National Centers for Animal Health, a unit within the Department of Agriculture. The contractor will obtain composite soil samples from 33 fields totaling approximately 175 acres used for manure application. Samples must be analyzed for nitrogen, phosphorus, potassium, organic matter, pH, calcium, and sodium. The contractor must create maps of sampling locations and provide a written report by November 15th, 2023. The services will inform an updated manure management plan that must be resubmitted to the Iowa Department of Natural Resources in 2024. The statement of work provides requirements for sampling procedures, contractor qualifications, deliverables, performance standards, and other project details.

NCAH Soil Sampling and Analysis
National Center for Animal Health, Ames, IA
June 2023
SECTION I – GENERAL REQUIREMENTS
1.0. Background
The National Centers for Animal Health (NCAH) perform a wide range of activities related to domestic and agricultural animal health and food production. In conjunction with the research and analytical activities, animals are housed resulting in manure production. NCAH land-applies the animal manure on site.
A complete Manure Management Plan (MMP) was submitted to the Iowa Department of Natural Resources (IDNR) in May 2020. A new, complete NCAH MMP will need to be submitted to IDNR in May 2024. Updated soil sampling data and a new RUSLE2 analysis will be required as part of the 2024 NCAH MMP submittal.
1.1 Project Objectives
The objective of this project is to sample soils at the NCAH manure land-application areas and analyze them for soil nutrient management parameters. All activities shall be performed to meet the requirements of the Iowa Administrative Code (IAC) Part 567 Chapter 65.

The contractor shall provide for analysis of the soil samples for Nitrogen, Phosphorus, Potassium, % Organic Matter, pH, lime (Calcium), and Sodium.
The contractor shall provide a map of the sampling points used for each field. Sampling points shall be chosen to comply with requirements as described in 567 IAC Chapter 65.
Appendix A contains maps of each field with soil types and projected crops listed.
The contractor shall create a complete sampling and analysis report with maps and sample results. Two hard copies or one hard copy and one electronic copy of the complete report shall be submitted no later than November 15, 2023 to the NCAH Environmental Protection Specialist.
3.0 Contractor Tasks/Requirements
Obtain one composite sample for each field or for each 10 acres where fields are greater than 10 acres. Samples shall be taken per requirements in 567 IAC Chapter 65.
Create maps of sampling locations used to create composite samples for each field.

Provide for analysis of each composite sample for the following parameters by a laboratory enrolled in the Iowa Department of Agriculture and Land Stewardship (IDALS) certification program:
• Nitrogen
• Phosphorus
• Potassium
• % Organic Matter
• pH
• Lime (Calcium)
• Sodium
Provide two hard copies or one hard copy and one electronic copy of a complete sampling and analysis report to the NCAH Environmental Protection Specialist no later than November 15, 2023.
