U.S. DEPARTMENT OF STATE

BUREAU OF SOUTH AND CENTRAL ASIAN AFFAIRS

OFFICE OF SECURITY AND TRANSNATIONAL AFFAIRS

Request for Statements of Interest and Capacity (RSOI)

Funding Opportunity Title: Supporting Adolescent Girls’ Economic Advancement (or

Security) in India

Funding Opportunity Number: SFOP0008982

Deadline for Applications: July 17, 2022

CFDA Number: 19.108

Total Amount Available: Up to $246,913

A. PROGRAM DESCRIPTION

The U.S. Department of State’s Bureau of South and Central Asian Affairs (SCA) announces a

Request for Statements of Interest (RSOI) for organizations to submit a statement of interest

(SOI) to carry out programs that work with the private sector in India and the United States to foster a platform to develop career pathways for vulnerable adolescent girls in India, focused on but not limited to science, technology, engineering, and math (STEM) careers and/or entrepreneurship.

The submission of a SOI is the first step in a multi-phased selection process that includes a co-creation workshop. Applicants must first submit a concise four-page SOI designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the

SOI process is to allow applicants to submit program ideas for evaluation prior to the development of a full proposal application in response to a future Notice of Funding

Opportunity. Upon review of eligible SOIs, SCA/STA will invite selected applicants to participate in a one-day co-creation workshop, to be accessible virtually, to further develop the proposed concepts through interactive and collaborative discussions with U.S. government officials, subject matter experts, and other potential implementing partners. Only participants of the workshop will be eligible to submit a full proposal application. Full proposals will go through a second merit review before final funding decisions are made.

BACKGROUND:

As the world's largest democracy with the second largest population of approximately 1.3 billion, India hosts nearly 20 percent of the planet's population of adolescent girls. One in ten Indians is an adolescent girl. Supporting adolescent girls to stay in school, gain mentorship and develop a pathway to a meaningful career – as entrepreneurs or in the workforce – is critical to boost

India’s future economic prosperity and development and women’s economic empowerment in

India.

This program will address SCA’s goal of fostering co-creation with the private sector and philanthropic foundations to support adolescent girls’ long term economic empowerment in coordination with the U.S.-India Alliance for Women’s Economic Empowerment, a public-private partnership advancing women’s workforce participation, entrepreneurship and access to career enhancing educational opportunities in India. The program seeks to advance priorities outlined in the U.S. National Gender Strategy advancing women's economic security. A proposed program must support the development of a consortium of corporations, civil society organizations, foundations, and/or social enterprises that work collaboratively to advance programs and investments in adolescent girls in India with a clear linkage to establishing long term economic security and workforce participation.

THE PROCESS:

RSOI and Co-Creation

Through the RSOI and co-creation workshop process, SCA aims to bring non-governmental organizations, civil society, the private sector, and the U.S. interagency together to develop creative and inclusive approaches in which women’s organizations, businesses, non-profits, philanthropic organizations, and international government leaders in the U.S. and India work together to improve the long-term economic security of adolescent girls in India. The intent of the co-creation process is to foster collaboration across organizations with different perspectives and experiences, to co-design, co-develop, pilot, and innovate practical, inclusive, and scalable solutions to complex problem sets.

Due to the collaborative nature of the co-creation workshop, organizations submitting SOIs will need to feel comfortable discussing their proposed approach with other applicants as well as participating experts and observers, including but not limited to non-governmental organizations, civil society, the private sector, and the U.S. interagency. Participating organizations will need to feel comfortable that any records related to the co-creation workshop which are in the possession of a U.S. government agency may be released if covered by a Freedom of Information Act request.

Following the co-creation workshop, applicants with accepted SOIs will be invited to submit full proposal applications integrating feedback and recommendations from the workshop through a future limited competition process. Only applicants who have participated in the workshop will be eligible to submit full proposal applications.

The submission of a SOI is the first step in a multi-phased, selection process. Applicants must first submit a SOI, which is a concise concept note designed to clearly communicate a program idea and its objectives before the development of a full proposal application for this project.

SCA will review SOIs and based on favorable evaluation by the panel, selected participants will receive an invitation from SCA to participate in the virtual co-creation workshop, which will likely be held in early August 2022. Please note that selected participants for the workshop are not guaranteed funding. The amount of resources made available under the grant for this program will depend on the number of concept notes received and the availability of funds. The SOI process is to allow applicants the opportunity to submit program ideas for SCA to evaluate prior to a co-creation workshop and development of full proposal applications. The co-creation workshop is meant to develop some or all of their ideas into full proposal applications.

Following the co-creation workshop and the selection of participants whose ideas are ripe for potential implementation, recipients will be invited to submit applications via a limited competition notice of funding opportunity (NOFO) process in SAMS Domestic and write formal proposal applications with the end goal of signing at least one federal award by
