About this file
This is a Request for Statements of Interest (SOI) document issued by South Dakota State University's Facilities & Services department for professional architectural and engineering design services related to the Binneweis Hall Renovations project (OSE# R0326-28X). The project encompasses program verification, planning, design, construction documentation, bidding, and construction administration to upgrade the residential hall's building systems to current codes and standards, develop shared common spaces and study areas, upgrade bathroom facilities, improve heating and air conditioning systems, and enhance daylight and views in common areas. The university anticipates the project will be executed from January 2026 through August 2028, with construction potentially occurring during a building closure to minimize costs and conflicts. The design, bid, build delivery method will be employed, with furniture installation scheduled over summer 2028 and facility reoccupancy targeted for fall semester 2028. Statements of Interest must be submitted electronically by 3:00 PM on February 5th, 2026, to Project Manager Cory Coners at cory.coners@sdstate.edu or (605) 688-4136. The submission limit is twenty pages, though this is a request rather than a requirement.
The technical review committee will evaluate responses based on weighted criteria: specialized expertise and technical competence (30%), available resources and specialized services (15%), past performance including pricing and quality metrics (20%), ability to handle project constraints (20%), project management techniques (5%), availability to project locale (5%), and familiarity with project locale (5%). No pricing information, set-asides, or funding amounts are specified in the SOI document. Firms seeking additional site or project information should contact Cory Coners through the provided contact details.

REQUEST FOR STATEMENTS OF INTEREST
Date: January 12, 2026
RE: Binneweis Hall Renovations South Dakota State University Brookings, SD 57006
OSE# R0326—28X
South Dakota State University is soliciting Statements of Interest from firms capable of providing professional architectural and engineering design services for the project referenced above. The design services for this project encompass program verification, planning, design, construction documentation, bidding, and construction administration. The renovation will upgrade building systems to meet current building codes, industry standards, campus design standards, and the contemporary needs of our students. Programmatic space changes will focus on developing shared common spaces and small study spaces while maintaining high quality private living areas that meet both current and future resident demands. Bathroom facilities will be upgraded to meet the changing needs of students and regulatory requirements. Occupant health and comfort will also be addressed with upgrades to the building heating, air conditioning, and ventilation systems. Daylight and views will be prioritized in common spaces to create comfortable and welcoming interior spaces. Additional service space will be provided to accommodate vertical circulation and required mechanical equipment.
SDSU anticipates this project will be accomplished from January 2026 to August 2028. The university will consider closing the building while construction is in progress to facilitate construction, minimize cost, reduce potential construction activity conflicts, and promote a better student experience. The schedule of the project will be developed to allow for adequate time for furniture installation over the summer with a goal to re-occupy the facility in the fall semester of 2028. The University anticipates a design, bid, build delivery method for this project.
