About this file

This Statement of Need outlines requirements for Protected Distribution System (PDS) Infrastructure Monitoring System (IMS) software license renewal and technical support for three Air Force organizations at Kirtland AFB: Air Force Inspection Agency (AFIA), Air Force Nuclear Weapons Center (AFNWC), and AFIT School of Strategic Force Studies (AFIT/EXA).

The contract requires 24x7x365 technical support and website maintenance for 1 base year plus 4 option years, with services transitioning to align with the calendar year. Each organization requires a CSIMS-GOLD-019 Gold License/Support to maintain their PDS systems that protect SIPRNet connections in compliance with TEMPEST requirements. The systems include various Interceptor CS ports (4-port and 8-port) and 32-Port Stoplight hardware components. The base year performance period begins January-February 2025, with staggered start dates for each organization. Current license expiration dates are: AFIT/EXA (30 September 2024), AFIA (31 January 2025), and AFNWC (24 March 2026). The software must provide infrastructure monitoring, intrusion detection, disaster resilience, system testing, and case management capabilities.

STATEMENT OF NEED

Title: Protected Distribution System (PDS) Infrastructure Monitoring System (IMS) for AFIA, AFNWC, and AFIT/EXA

Requiring Activity Name: AFIA, AFNWC, and AFIT/EXA.

1. Scope. Technical support and website (software) maintenance includes 24x7x365 access annually to technical support. Length of contract is 1 base year and 4 option years.

1.1. Background. Protected Distribution Systems (PDS) were installed at the Air Force

Inspection Agency (AFIA) in 2021, and at the Air Force Nuclear Weapons Center

(AFNWC) and at the AFIT School of Strategic Force Studies Department of Nuclear Studies

(AFIT/EXA), both in 2023. Each IMS provides separate and distinct 24x7x365 monitoring of each PDS belonging to each organization.

1.1.1. Organizational Hardware. Following are each organization’s hardware components for their respective PDSes:

Organization Equipment Quantity

AFIA

4-Port Interceptor CS 1

8-Port Interceptor CS 1

32-Port Stoplight 1

AFNWC

8-Port Interceptor CS 1

32-Port Stoplight 1

AFIT/EXA

4-Port Interceptor CS 1

32-Port Stoplight 1

1.2. Requirements. Each organization requires an alarmed PDS to protect Secret Internet

Protocol Router Network (SIPRNet) connections and eliminate potential tampering and, thus, comply with TEMPEST requirements found in (S) AFI 33-214 Volume 1, (S) Emission Security

Assessments (U) (formerly, Air Force Systems Security Instruction (AFSSI) 7010). An annually recurring software license renewal (includes around-the-clock tech support) is required for

SIPRNet connection monitoring and to maintain/sustain software capabilities for each organization’s alarmed PDS. Software must provide infrastructure monitoring, detect intrusions, operate even if certain natural disasters occur, provide system/zone testing, identify accidental contacts, perform routine system testing, and provide case management.

1.3. Objective. Obtain annually recurring support of each organization’s PDS, with preferred support following the Calendar Year rather than the Fiscal Year. This combined contract will provide annually recurring website and technical support to all three organizations -- AFIA, AFNWC, and AFIT/EXA.

1.3.1. Period of Performance is the same for all three organizations starting Option Year II. Base Year PoP will be: AFIT/EXA 01 January 2025 - 31 December 2026; AFIA 01 February 2025 - 31 December 2026. Option Year I PoPs will be: AFIT/EXA and AFIA 01 January 2026 - 31 December 2027; AFNWC 25 March 2026 - 31 December 2027. Option Year II and remaining Option Year PoPs will be: 01 January - 31 December.

1.3.2. It is expected that all three organizations will continue to have a software and technical support requirement indefinitely. Option years will be at the discretion of the contracting office

(377 MSG/PK) representing all three organizations.

1.3.3. Because each organization must continue to comply with published Air Force guidance found in (S) AFI 33-214 Volume 1 and because there is no expected alleviation of these requirements, the necessity to maintain a software and technical support capability is expected to be an indefinitely recurring requirement.
