This is a Product Description (PD) template for a Social Listening Software-as-a-Service (SaaS) procurement by the Department of Veterans Affairs Veterans Experience Office (TAC Number: VA-26-00060732, PR-08865). The VA seeks Sprinklr or Brand Name Equal (BNE) social listening and customer experience management software to monitor publicly available Veteran conversations across social channels including Reddit, X, Facebook, and Bluesky. The solution must aggregate data to enable near real-time identification of trends, sentiment spikes, and emerging Veteran concerns, integrating with VA's Customer Experience Insights data lake and existing sources such as Veterans Signals survey feedback. The base contract period is 12 months with four 12-month option periods, structured with mandatory line items and optional tasks across all periods.
The PD specifies stringent minimum requirements and salient characteristics organized into eight categories: Security and Compliance (FedRAMP Low authorization minimum, FIPS 140-2, NIST 800-53, HIPAA, Section 508 accessibility, single sign-on via HSPD-12, role-based access control); Platform Architecture (fully managed SaaS, COTS with commercial roadmap, dedicated sandbox, configuration portability, web-browser accessibility); Artificial Intelligence and Analytics (native NLP, sentiment analysis, topic detection, 90% minimum accuracy in multilingual sentiment analysis, production-ready GenAI for summarization and workflow recommendations, AI-powered early warning and crisis detection, predictive analytics); Social Listening and Media Intelligence (minimum 30 social/messaging/review channels with firehose-level API access for 14+ major partners, coverage of 400,000 media sources and one billion websites, visual/multimodal AI capabilities); Data Management and Integration (open documented APIs for bi-directional integration with VA systems including Azure GovCloud, minimum 70 native integrations with CRM, CDP, and other tools, data export in multiple formats, VA Records Control Schedule compliance, direct unrestricted user access to full dataset); Reporting and Dashboards (configurable reporting without vendor professional services, unlimited custom attributes and dimensions, multiple visualization formats meeting WCAG 2.1/Section 508 standards, dynamic data display, VA-specific branding); Workflow and Case Management (configurable automated workflows, Closed Loop Management module with case-level visibility, bulk and individual case reassignment, multi-tier approval workflows); and Multilingual and Content Support (native processing in English plus minimum 100 additional languages with automated English translation, system-wide alert configuration). The base period includes 15 Essentials-Enterprise Users seats, 25M social listening mentions, Location Insights for 160 locations, Silver-tier Customer Success Support, and three Active Data Retention options (12-, 36-, or 84-month rolling storage). Five optional tasks in the base year and each option year offer additional Essentials users, Location Insights, sandbox environments, and 1M or 5M mention packages. Comprehensive FedRAMP and VA Authorization requirements are tiered based on the contractor's current authorization status, with detailed deliverables including System Security Plans, Implementation Diagrams, Security Assessment Reports, and continuous monitoring compliance. Additional requirements address Section 508 accessibility compliance, sustainable IT products, VA Technical Reference Model compliance, Zero Trust security controls, SSN reduction mandates, IPv6 support, Trusted Internet Connection standards, Generative AI governance including Unbiased AI Principles and compliance with Executive Orders 13960 and 14319 and OMB Memorandums M-25-21, M-25-22, and M-26-04, and SHARE IT Act source code deliverables. Extensive security and privacy requirements in Addendum B address information custodial obligations, data protection, incident reporting (within one hour), system design compliance with NIST and VA frameworks, third-party assessment, product integrity and supply chain management, malware prevention, cryptographic standards, patch management governance, and data center provisions.

PRODUCT REQUIREMENTS
VA requires Sprinklr or Brand Name Equal (BNE) Software-as-a-Service (SaaS) to improve visibility into Veteran sentiment and emerging issues occurring on social channels, preventing timely detection of service gaps or potential veteran crises. Today, a large volume of Veteran feedback is shared outside traditional VA channels (including VA-managed social media accounts) and may go unreported, leaving VA with an incomplete understanding of the Veteran experience. Crucially, this feedback may include valuable insights from Veterans who are not actively engaged with VA benefits and services. VA requires an enterprise social listening tool to monitor publicly available Veteran conversations about VA programs, services, and facilities. By aggregating publicly available data across platforms (e.g., Reddit, X, Facebook, and Bluesky), social listening enables near real-time identification of trends, spikes in negative sentiment, and urgent concerns. VA plans to integrate with other internal data sources in Customer Experience Insights data lake to enrich understanding of the end-to-end Veteran experience and support leadership reporting, service improvement prioritization, and more informed communications planning. When these data sources are coupled with existing sources, such as Veterans Signals (VSignals) survey response feedback, VA will be able to capture a more complete view that supports faster escalation and more informed decision-making.
VA requires the SaaS product to include natural language processing to classify topics, extract themes, summarize narratives, and support sentiment analysis across all open text comments that are ingested through social listening. VA requires the ability to design workflows to operationalize data identified in social listening through triage, assignment, escalation, and status tracking once data is ingested, VA will use artificial intelligence (AI) to support anomaly detection, which uses seasonality to flag unusual spikes in social data to determine where potential crises may be occurring. By surfacing and synthesizing feedback from social channels, VA’s Veteran Experience Office (VEO) will be able to better identify issues that are impacting Office of Management and Budget (OMB) A-11 drivers and target interventions that improve Veteran outcomes, particularly timeliness, ease of process, and issue resolution. VA intends to use data captured via this SaaS solution to enable enhanced decision efficiency and quality for service improvements by providing near real-time, evidence-based insight into what issues are occurring, where they’re occurring, who is impacted, and what is driving sentiment across social channels.
Sprinklr or Brand Name Equal SaaS tool shall meet all the salient characteristics identified in PD Section 1.1, 1.2, and in accordance with the table below. This effort shall have a 12-month base period with four (4) 12-month option periods, five (5) optional tasks in the base year, and five (5) optional tasks in the Option Years for continuous access to Sprinklr or BNE.

1.1 SAAS FEDRAMP ASSESSMENT AND AUTHORIZATION AND CONTINUOUS MONITORING REQUIREMENTS
1.1.1 IF THE SOLUTION IS NOT FedRAMP AUTHORIZED:
1. The information system solution selected by the Contractor shall comply with the Federal Information Security Management Act (FISMA).
2. The Contractor shall comply with FedRAMP requirements at the Low Impact Level, as mandated by Federal laws and policies, including making available any documentation, physical access, and logical access needed to support this requirement.
3. The Contractor shall provide a SaaS product as defined by the following criteria: Software as a Service (SaaS) is an application delivery model in which the application is hosted on a cloud infrastructure outside the security boundary of VA and is provided to the Cloud Service Customer (CSC) over the internet. The CSC uses the SaaS offering via a thin-client interface, such as a web-browser or a program interface. The CSC subscribes to the SaaS offering and is only responsible for minor in-app customizations. The Cloud Service Provider (CSP) offering the application is responsible for management of the application, safeguarding of data stored or processed by the application, and all elements of the underlying infrastructure. Additionally, the CSP is responsible for all on-going compliance. In order to qualify as SaaS for use at VA, and to align with Federal Risk and Authorization Management Program (FedRAMP) requirements, the hosting for the offering must conform to the NIST 800-145 definition of Cloud Computing and thus contain following key characteristics:
· On-Demand Self-Service: The CSP fully automates the provisioning of both the customer interface and the underlying cloud components of the SaaS offering. In some cases, the CSP may provision internal resources manually, while providing the CSC an automated interface to request and track the service.
· Broad Network Access: The SaaS capabilities are available over the internet or over a network that is available from all access points the CSC requires. The SaaS offering is accessible through common platforms (e.g., mobile phones, tablets, laptops, and workstations).
· Resource Pooling: The computing infrastructure supporting the SaaS offering is shared among more than one CSC using a multi-tenant model, and resources are dynamically assigned depending on customer demand.
· Rapid Elasticity: Computing capabilities are automatically provisioned and released in a manner that scales with customer demand. In some cases, the scaling of resources may not be fully automated, but it should be fast enough to support the needs of the CSC, which the CSC would have to define.
· Measured Service: Resource usage, such as storage, processing, bandwidth, and user activity are measured and reported on in a manner that is relevant to the SaaS offering.
4. Following guidance from the Federal CIO, VA will utilize existing JAB ATO or agency ATO issued by another agency as a starting point for FedRAMP requirements. If neither of those exist, VA will sponsor The Cloud Service Provider for a FedRAMP Authorization. VA will be using the FedRAMP baselines as a starting point, since they are specifically tailored for cloud services.
5. The Contractor shall, where applicable, assist with the VA ATO Process to help achieve agency authorization of the cloud service or migrated application at the impact level required by VA to utilize the product. For this solution the required impact level is: Low Impact Level.
6. The Contractor shall comply with FedRAMP requirements surrounding data location within the Continental United States. FedRAMP specifies data location requirements in the High Baseline as part of control SA-9 (5); however, FedRAMP does not provide or specify data location requirements for other baselines.
7. The Contractor shall complete a FedRAMP System Security Plan (SSP) and supporting documentation including required attachments.
8. The Contractor shall work with a VA DTC Subject Matter Expert to develop and provide a VA system boundary diagram including any integration and connectivity components for VA use. This will be known as the VA Implementation Diagram (VAID) and will demonstrate the proposed implementation of this system at VA.
9. The Contractor shall complete a Third-Party Assessment Organization (3PAO) Security Assessment Plan (SAP).
