About this file
This is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Law Enforcement (FDLE) for State Officer Certification Exam (SOCE) Content Development and Psychometric Analysis services. The contract seeks specialized content development and psychometric analysis for the SOCE to ensure valid, reliable, and fair law enforcement certification testing that meets FDLE standards and legislative requirements. The notice was posted on January 6, 2025, with a response deadline of January 28, 2025. The contract term is 36 months, and the service provider must be capable of creating public safety assessment content compatible with Pearson VUE's proprietary testing system.
The estimated contract value is $150,000.00, with Industrial/Organizational Solutions, Inc. (IOS, Inc.) identified as the intended single source vendor. IOS, Inc. is deemed uniquely qualified due to their expertise in public safety assessment development and psychometric analysis within law enforcement contexts, as well as their exclusive arrangement with Pearson VUE's testing infrastructure. The justification notes that no other vendors in the market offer both the required psychometric specialization and ability to integrate with Pearson VUE's system. The contract has been approved by Julia Lycett, Chief of General Services, and Chad Brown, Director of Criminal Justice Professionalism.
