About this file
This is a Special Procurement Notice issued by Marion County, Oregon for an interim contract-specific procurement with ICSolutions Advanced Technologies to provide communication services and equipment to the Marion County Jail. The Sheriff's Office is implementing this short-term special procurement to ensure continuity of services while conducting a competitive Request for Proposals (RFP) for a permanent vendor. The current contract with ICSolutions expires on September 19, 2026, and all contract extensions have been exhausted. The interim contract will extend for a minimum of 90 days from the expiration date until a new permanent contract is fully executed and implementation activities are completed. The public comment and protest period closed on July 27, 2026, at 12:00 PDT, with submissions required through the Marion County Procurement Collaboration Portal.
Marion County justified this special procurement under Oregon Revised Statutes 279B.085 by demonstrating that the interim measure would not encourage favoritism and would result in substantial cost savings by avoiding high administrative, legal, and operational costs associated with an abrupt transition. The primary determination focuses on maintaining absolute security and operational safety at the correctional facility, as a communications blackout would severely impact inmate morale and increase behavioral risks threatening the safety of incarcerated individuals, corrections deputies, and the public. The special procurement allows the county sufficient time to draft, review, and secure approval for a long-term contract through fair and open competition, ensuring a smooth and transparent transition to the selected responsive proposer.

CONTRACT-SPECIFIC
SPECIAL PROCUREMENT
SO1836-26
for
ICSolutions Advanced Technologies
Marion County is conducting a Special Procurement pursuant to ORS 279B.085 and MCPCR 20-0285.
1. BACKGROUND
The Sheriff’s Office is in the process of writing a Request for Proposals (RFP) for communication services and equipment to the Marion County Jail for Adults in Custody. The contract with ICSolutions Advanced Technologies will expire on September 19, 2026, and all extensions to the contract have been exhausted. Due to the timeline for conducting the solicitation and award of a new contract, there is insufficient time to fully onboard the new vendor. To ensure continuity of services, the Sheriff’s Office is implementing a short-term Contract-Specific Special Procurement with ICSolutions Advanced Technologies to allow time to conduct the solicitation, award a new contract and fully onboard the awarded contractor.
2. CONTRACTING PROCEDURE
The Sheriff’s Office intends to issue a Contract for Services with ICSolutions Advanced Technologies for a minimum of 90 days from the expiration of the original contract until a new contract has been fully executed and any implementation activities associated with the new contract have been completed.
3. CLASS OF GOODS OR SERVICES
ICSolutions Advanced Technologies will provide communication services and equipment to the Marion County Jail.
4. REQUIREMENTS
Pursuant to MCPCR 20-0285, the county may award a contract as a special procurement pursuant to the requirements of ORS 279B.085. The CAO may approve a special procurement if the procurement:
SO1836-26 - Contract-Specific Special Procurement for ICSolutions Advanced Technologies Page 2 of 3
A. ORS 279B.085(4)(a) Is unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts; and
B. ORS 279B.085(4)(b)(A) Is reasonably expected to result in substantial cost savings to the contracting agency or to the public; or
C. ORS 279B.085(4)(b)(B) Otherwise substantially promotes public interest in a manner that could not practicably be realized by complying with requirements that are applicable under ORS 279B.055, 279B.060, 279B.065 or 279B.070 or under any rules adopted thereunder.
5. DETERMINATION AND FINDINGS
A. ORS 279B.085(4)(a) This is an interim measure to ensure continuity of services, not a permanent award. The permanent contract will be awarded through a fair and open, solicitation process. The County is actively moving forward with the solicitation and is not bypassing the competitive pool to reward the current vendor; and
B. ORS 279B.085(4)(b)(A) Based on public procurement standards and jail transition logistics, this special procurement is expected to result in substantial cost savings by avoiding the high administrative, legal, and operational costs of an abrupt or unmanaged transition.
C. ORS 279B.085(4)(b)(B) The primary public interest of a correctional facility is maintaining absolute security and operational safety. A communications blackout severely impacts inmate morale and increases behavioral risks within the facility, threatening the safety of adults in custody, corrections deputies, and the public. Utilizing a short-term special procurement allows the County to responsibly draft, review, and secure approval for the long-term contract. This guarantees that the transition to the most responsive proposer is smooth, audited, and completely transparent.
6. LENGTH OF TIME
The length of time/duration for this special procurement is until a new contract is awarded and the transition from the current system is fully operational in the jail.
7. RESULTS OF INITIAL POSTING
Describe the outcome of the initial posting.
