About this file
This is a Request for Qualifications and Proposal (RFQP) issued by the Lansing School District for SO-1746, the Eastern High School Asset Recovery Specialist project. The District seeks an individual or firm to manage the complete asset recovery and disposal of property from the Historic Eastern HS building, which closed in 2019. The successful contractor must conduct an accurate inventory of District assets remaining in the building, separate valuable assets suitable for reassignment or sale from those to be discarded, develop and execute recovery and disposal plans, maintain disposition records, and provide weekly and monthly progress reports. The project must be completed by January 1, 2021, with an ideal completion date of September 30, 2020. Proposals were due at 11:00 AM EST on Thursday, December 12, 2019, and must be submitted in two original hard copies to the District office. The contractor is expected to work full-time or nearly full-time as a temporary extension of District staff and must provide a lump sum cost proposal based on a self-determined schedule and billing rate. A milestone schedule must be developed within one month of contract award, including asset inventory completion, depleted asset disposal plan, valued asset recovery plan, inspection and sale dates, and final completion benchmarks.
The District will evaluate proposals based on both cost and qualifications, with client references for similar services preferred. Respondents must submit the completed proposal form along with required District forms including a Supplier/Vendor Application, affidavits of non-collusion and familial disclosure, Iran Economic Sanctions Certificate, Non-Discrimination in Employment Certificate, and Legal Status of Bidder Certificate. The contractor must maintain comprehensive insurance coverage including Worker's Compensation, General Liability (minimum $2 million aggregate), Automobile Liability (minimum $1 million), and Excess Liability (minimum $1 million additional coverage), with the District named as additional insured. Progress payments, less retainage, shall be made no later than twenty-five days after invoice receipt, with final payment due within twenty-five days of final invoice. The contractor must be self-directed, knowledgeable about K-12 property and facility operations, and capable of demonstrating experience planning and managing similar asset recovery projects. The District reserves the right to reject any or all proposals and terminate the contract at any time with three days' written notice.

1. INVITATION TO SUBMIT RESPONSE TO REQUEST FOR QUALIFICATIONS AND PROPOSAL
(RFQP): Interested firms or individuals are invited to submit proposals for the Bid Package Identification, SO-1746 - Eastern HS Asset Recovery Specialist.
2. PROJECT and POSITION DESCRIPTION: The Lansing School District, Historic Eastern HS was closed in 2019 and must be emptied of District assets that were not moved to the new HS location in order for the building to be transferred to the new owner. The District plans to remove property from the building, and intends to have it emptied before January 1, 2021. Ideally, the project will be completed by September 30, 2020.
In order to accomplish this goal in an expeditious manner, the District is seeking an individual or firm that can manage this asset recovery and depleted asset disposal project. The successful individual or firm will be contracted with the District to take an accurate inventory of property in the building, establish a means of separating assets with sufficient value to justify re-assignment within the District or sale, from assets to be discarded, develop a plan for asset recovery and disposal, manage the recovery and disposal project, maintain records of asset disposition throughout the project, report progress on a weekly and monthly basis, and establish both budgets and schedules for the project that can be tracked to ensure completion in the timeframe identified and at a minimal cost. Individuals or firms responding to this proposal should be able to show experience in planning and managing projects of a similar nature, be self-directed, and be knowledgeable about the market for K-12 property and K-12 facility operations.
