Department of State Electronic Commerce Program – Contractor Registration Tools Updated February 19, 2016

FAR

Federal Acquisition Regulation

“…the primary document…[of the] Federal Acquisition Regulations System…”, to provide uniform policies for executive agency acquisitions.

1.104 Applicability.

The FAR applies to all acquisitions as defined in Part 2 of the FAR, except where expressly excluded.

Vendors are required to register in SAM whenever they do business with the federal government with the following exceptions:

1) Purchases at or under the micro-purchase threshold ($3,500) that either:

Are made using the government-wide commercial purchase card; or Are not paid using Electronic Funds Transfer (EFT);

2) Awards made to foreign vendors for work outside the United States, and the award is either:

At or under $25,000 and it is impractical to obtain SAM registration; or Of any dollar value made by a Contracting Officer based overseas for work to be performed at a danger pay post.

Vendor Registration Requirements:

Vendors must register in the System for Award Management (SAM).

Before they do, they need to get a DUNS number, a NATO CAGE code (if they are a foreign vendor) and other information.

FAR Subpart 4.11 (4.1102)

DUNS (Data Universal Numbering System) numbers:

Dun and Bradstreet (D&B) assigns DUNS numbers free of charge anywhere worldwide as long as you are obtaining the DUNS number for use in U.S. federal government contracting or U.S. federal government grants or cooperative agreements.

The D&B D-U-N-S® Number is a unique nine-digit identifier for businesses. It is used to establish a business credit file, which is often referenced by lenders and potential business partners to help predict the reliability and/or financial stability of the company in question.

The Commercial And Government Entity (CAGE) Code is a five-character ID number used extensively within the federal government, assigned by the Department of Defense’s Defense Logistics Agency (DLA).

The CAGE code is used to support a variety of mechanized systems throughout the government and provides a standardized method of identifying a given legal entity at a specific location. The code may be used for a facility clearance, or a pre-award survey.
