About this file
This is a Request for Information (RFI) issued by the Oregon Department of Transportation (ODOT) Procurement Office on behalf of the Delivery and Operations Division regarding the Snowmobile Trail Program (RFI Number: BID S-73000-00009900). ODOT is seeking information from prospective partners interested in developing and managing a comprehensive statewide snowmobile trail program that includes identification and maintenance of approximately 6,400 miles of snowmobile trails, provision of approximately 31,500 miles of maintenance, and coordination with law enforcement agencies for enforcement of snowmobile regulations on public lands throughout Oregon. Respondents must submit their responses via OregonBuys in Adobe Acrobat or Microsoft Word format by the bid opening date specified in OregonBuys. All work must be conducted according to contract standards and the standards of public land management agencies in coordination with ODOT and federal, state, and local authorities. This RFI does not constitute a solicitation for bids or proposals but rather is intended to gather information to determine whether reasonable competition exists for potential future work that may be solicited through a Request for Proposals.
Responses to the RFI are voluntary and do not bind either the respondent or ODOT. ODOT assumes no responsibility for costs incurred by respondents in developing their responses. Interested firms must provide legal company name and address, key contact information, and demonstrate relevant experience in managing statewide programs with multi-location coordination, law enforcement agency coordination, and snowmobile trail maintenance. Respondents must provide up to three project examples completed within the last five years and demonstrate specific capabilities in four areas: coordination with public land managers, program management capacity (including at least 2 years of relevant broad geographic program experience and a designated leadership person with at least 2 years of similar experience), trail maintenance expertise with proper equipment and trained staff by September 1, 2024, and law enforcement coordination experience. All responses and information submitted become part of the public record, though respondents may designate proprietary or confidential information consistent with Oregon Public Records Law.
