Stress First Aid Instructor RFI

US Forest Service National Advanced Fire and Resource Institute (NAFRI) Class Instructor and Curriculum Development and Modification Services

This Request for Information (RFI) is for planning/information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Bid, Request for Quote or Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach.

1. PURPOSE. The U.S. Forest Service (FS) is conducting a market analysis with this RFI to refine its requirement and determine the most suitable approach for acquiring and fulfilling the needs associated with providing class instruction and curriculum material development in the field of Wildland Fire Stress First Aid.

The information collected in this RFI will be used to further define the government’s requirements and create the appropriate acquisition strategy. Consequently, do not submit proprietary information in response to this request. All submission information will be considered in finalizing the FS’ requirements.

Responding to this RFI does not automatically include the responder on an offerors list, if such a list is developed. Depending on the quantity and quality of the responses received, the criteria may serve to generate the initial pool of potential vendors to be invited to respond to a resulting solicitation.

2. INTRODUCTION AND BACKGROUND. FS is issuing this RFI to obtain information on offerings and providers of instruction and annual modification of curriculum of the Stress First Aid for First Responders course in the Wildland Fire and Land Management Communities.

This RFI shall not be construed as a decision or obligation on the part of the Government to acquire any products or services cited in this notice. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

Stress First Aid is a Military Model that has been adapted to the Law Enforcement and Structure Fire professions. In 2016 – 17 the curriculum was converted to suit a Wildland Fire Specific and Natural Resource Management audience and delivered at NAFRI for approximately 15 students. This was a very successful event and based on the high complexity and urgent need to support employees in the wake of an accident and/or fatality, Leadership has determined that this course should be offered 2 times per year to increase awareness in the workforce and build the skill set to more effectively deal with post-accident stress reactions

3. OVERVIEW OF REQUIREMENTS. FS is seeking information on offerings and providers of the instruction and annual modification of Stress First Aid curriculum. FS anticipates having requirements similar to the following:
