About this file
This is an Industry Engagement Notice for a USDA Forest Service Fire and Aviation Management event focused on revising the long-term fire retardant specification (FS 5100-304e) and associated standard test procedures. The in-person industry day is scheduled for November 10, 2026, at the Jack Wilson Building, National Interagency Fire Center in Boise, Idaho, with a virtual attendance option available. The event is not a solicitation but rather an engagement forum for interested parties to discuss specification revisions that were prompted by issues identified during the qualification process by the National Transportation Safety Board (NTSB). A revised specification document will be provided to all registered attendees prior to the event, and industry feedback previously collected in Spring 2026 has already been incorporated into the revision.
Registration is required for both in-person and virtual participation, with a limit of three participants per company. Attendance details and related attachments will be emailed to registered participants in advance. This engagement event is limited to interested parties of the FS 5100-304e specification only; participation does not constitute a solicitation, does not imply preference for future awards, and no cost reimbursement is authorized. Reasonable accommodations will be provided for attendees requiring accessibility support.
