Subject: Request for Quotations number SMX90017Q0004 to provide Data Sources Connection services in Mexico for Collaboration among Institutions project. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by February 6, 2017.

2. General

INL leads the Department of State’s anticrime and counter-narcotics efforts. INL’s mission is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation. INL supports our partner nations on stabilization and strengthening of security institutions to build a global security capacity for combating drug trafficking and other transnational crimes such as money laundering and criminal gangs. INL also provides assistance on strengthening of justice sector institutions, which fosters promotion of good governance and respect for human rights.

INL coordinates closely with other USG and international agencies and takes a regional approach to widespread problems. INL also encourages more developed governments to take responsibility as equal partners in global efforts to support critical country and global programs that combat transnational crime, disrupt illicit trafficking, and build their capacities to extend their reach of justice under the rule of law. The Bureau’s priority programs support three inter-related objectives:

2.1 Building Criminal Justice Systems: Institutionalize rule of law by supporting and assisting in capacity building of host nation justice, law enforcement, and corrections institutions, promote human rights and diversity, protect vulnerable groups, and collaborate with multilateral and international partners to establish global standards and accountability mechanisms;

2.2 Counter-Narcotics: Disrupt the overseas production and trafficking of illicit drugs through targeted counter-narcotics and institution-building assistance and coordination with foreign nations and international organizations, and;

2.3 Transnational Crime: Minimize the impact of transnational crime and criminal networks in the U.S. and its allies to oppose and counter corruption; wildlife crimes; cybercrime; intellectual property rights (IPR) fraud; transnational organized crime; environmental crime; crimes that threaten civilian security; and activities using the proceeds of crime.

3. Background

In 2010, INL funded the first version of the “Searches and Correlation Engine Application” (Cruces) to CNS. This application allowed CNS the capability to analyze large volumes of information in Plataforma Mexico, search for and identify connections and matches in its databases and information systems and visualize those matches for its intelligence tasks.

4. Objective

The objective of this project is to develop a technological solution able to connect different GoM law enforcement agencies data sources, with the aim of collaborating and sharing substantial information among GoM agencies facilitating the generation of police intelligence for the prevention and fighting against crime.

5. Scope

5.1 Develop a CSM in Spanish that automatically generates information exchange between various law enforcement agencies’ data sources, and Plataforma Mexico, showing the corresponding network of links.

5.2 Develop a technological tool in Spanish that allows each GoM law enforcement agency to determine which data sources and records of persons, vehicles, locations and weapons will be shared with other GoM law enforcement agencies, through Plataforma Mexico.

8. Deliverables

The contractor shall perform an Analysis, Development and Testing of the CSM. Additionally, the contractor shall provide a Project Documentation as shown in the table below. Development of the CMS must comply with the multilayered architecture and security policy standards currently used by Plataforma Mexico. See Annex A and B.

9. Performance Work Statement

The Contractor shall provide project management services to ensure all tasks are accomplished in accordance with the requirements of this PWS. Changes to the Project Management Plan submitted with the Contractor’s proposal must be approved by the Contracting Officer in writing.

9.1 Project Management Plan: Contractor shall detail all activities during the period of performance.

9.2 Analysis

9.2.1. Vision of the technical solution document: Contractor shall define a high-level description of the technological solution to be delivered, based upon current situation, CNS needs and CNS required functionality. The purpose of this document is to have a common vision of the solution that will allow the construction of a solution that complies and satisfies CNS operation needs. At a minimum, this document must include:

· Current situation.

· CNS particular needs for this Project.

· Required functionality.

· Scope.

· Constrains.

· High-level business use case model.

· Expected high-level functional components.

9.2.2. Requirements document: Contractor shall gather in this document the specifications the technological solution shall satisfy. This document shows the decomposition of the expected high-level functional requirements into specifications for every solution component. The purpose of this document is to have a detailed description of the specific requirements that every component of the technological solution must satisfy. This document will be used as an input for designing every solution component as well as the whole technological solution. At a minimum, this document must include:

· System use case model.

· Requirements descriptions.

· Requirements specification.

· Solution non-functional measurable requirements.

9.2.3. Prototype design of the technological solution document: Contractor shall describe the design of the technological solution prototype, including its main subsystems or modules, the user interaction with them and the data that will be managed by the technological solution screens. At a minimum, this document must include:

· Main components that will have interaction with users.

· Proposed flows for user interaction with the solution.

· Initial screen designs for graphical user interface (GUI).

· Data that will be managed in every screen.

9.3. Development

9.3.1. Architecture of technology solution document: Contractor will provide a comprehensive overview of the architecture of the technological solution in order to specify how the requirements will be satisfied. The purpose of this document is to show the components configuration, interfaces, data structures, interaction and their use within the technological solution, in order to provide the solution functional design to the development work team. At a minimum, this document must include:

· Components description.

· Components configuration, when applicable.

· Interfaces between the components solution.

· Interfaces with external components.

· Standardized Database E/R diagram, data dictionary Standardized Database stored procedure and triggers specification, when applicable.

· Non-RDBMS data structures design, when applicable.

9.3.2. Source code documentation: Contractor shall deliver the source code developed for the technological solution, in such a way that CNS have full control on it. Source code developed by contractor will be property of CNS. This documentation can be delivered thru electronic media, such as CD-ROM. At a minimum, this documentation must include:

· Source code developed as part of this project, documented according industry best practices.

9.4. Testing

9.4.1. Quality planning document: Contractor shall describe the set of activities planned that will help achieve quality in the technological solution. The purpose of this document is to serve as the guide for technological solution quality planning, assurance and control. The final objective is to ensure that the technological solution will comply and satisfy CNS requirements. At a minimum, this document must include:

· Scope of quality assurance activities.

· Inputs for quality assurance activities.

· Quality assurance strategy.

· Methods and tools to be used in testing phase.

· Outputs of testing phase.

9.4.2. Test scenario document. Contractor shall provide the set of test inputs, execution conditions, and expected results, identified for the purpose of making an evaluation of some particular aspects of the technological solution. Contractor shall generate a document with the testing scenarios. The purpose of this document is to serve as a guide for the quality assurance activities to be executed by testing work team. At a minimum, this document must include:

· Testing environment.

· Testing conditions.

· Input data, when applicable.

· Expected solution behavior, when applicable.

· Expected output data, when applicable.

9.4.3. Review report document. Contractor shall provide a summary analysis of the tests results and key measures of test for review and assessment. At a minimum, this document must include:

· Testing environment verification.

· Testing conditions verification.

· Testing results.

· Results analysis.

· Status of tested requirements.

· Recommended actions, if applicable.

· Findings, if applicable.

9.5. Delivery

9.5.1. Technological Solution Technical Manual: Contractor shall provide the information for the technical understanding of how the technological solution is composed, how it works, how its components interact, and how the solution its related to external components. At a minimum, this document must include:

· Technical report of installation and configuration activities executed for the proper functioning of the technological solution.

9.5.2. Technological Solution Operation Manual: Contractor shall provide the information and guidelines for the proper operation of the technological solution. The purpose of this document is to provide the user with a detailed and understandable description of the elements and interfaces functioning for every solution modules. At a minimum, this document must include:

· User guide.

· Recommendations for the solution proper operation.

9.5.3. Integrated Technological Solution: Contractor shall deliver a set of technological components that compose the technological solution, in a digital media like CD-ROM. At a minimum, this documentation must include:

· CD-ROM with all the files that are necessary for executing the solution within Plataforma Mexico infrastructure.

· List of files stored in the CD-ROM.

9.6. Training

9.6.1. Contractor shall train 5 Plataforma Mexico users. The contractor shall provide training for CNS personnel after operational status of the technical solution has been concluded. The training classes shall be conducted in Spanish and all training materials shall be provided in Spanish, when available from the equipment manufacturer. The contractor shall provide user, technical and system administrator training with the overall goal of providing system administrators the necessary knowledge for the sustained support and administration of the provided solution, and the proper use of the system for the user training. Training location and date, will be coordinated in advance with the COR / GTM and CNS personnel.

9.6.2. The contractor shall propose an agenda, duration and timing for the training for the COR/GTM and CNS personnel approval.

9.7. Weekly Project Reports: The contractor shall provide (electronically) weekly project reports on activities completed, pending action items, and activities planned for the following week. The contractor shall discuss in detail any deviations from the approved project management plan and corrective actions to be taken. Weekly reports shall include:

9.7.1. Cover Page

9.7.3. Conclusion

9.8. Services and support:

9.8.1. 24x7 remote technical support via internet, mail or phone with response time of 4 hours or less after the incident was reported.

9.8.2. If after the four hours, the incident hasn’t been resolved remotely, the contactor shall resolve the incident on site.

9.8.3. If on site visit is required, the contractor shall be on site within 4 hours after receiving access approval from CNS officials.

9.8.4. It shall include 6 months of technical support for the delivered technological solution.

9.8.5. It shall include until 120 hours for on-site on-demand technical support.

10. Security

The Contractor shall comply with Plataforma Mexico security standards, guidance and procedures. The Contractor shall consider the following:

10.1. User management software

10.1.1. Windows Server 2003 Active Directory and higher.

10.1.2. Novell Identity Manager Administrator

10.2. Security schema for the user authentication

10.2.1. User and password, the password is encrypted once generated and when accessing the applications goes into a decryption process.

10.2.2. Keep all the sensitive information encrypted like users’ names and passwords that allow access to different available repositories.

10.3 Security schema for the information control and protection

10.3.1. Audit trails: Who? When? What time? and What is searched?

10.3.2. Control the authentication and deployment of results based on security schemes for each information repository.

10.3.3. Have security at a content level. (Agencies will be able to restrict access to determined records).

10.3.4. Have security at an application level. (Be able to restrict the access to the search of determined data sources in order to filter the list of visible results).

10.4. Audit trail requirements. The technological tool should support the following functionality:

10.4.1. Access logbook to the system

10.4.2. User enquiry logbook

10.4.3. Most frequent statistical enquiries

11. Vat Reclamation

The contractor shall follow the invoicing procedures established by INL to allow the US Embassy Mexico to reclaim the IVA/VAT taxes charged. All purchases made in Mexico are subject to Value Added Tax (VAT) and must be paid by the Contractor. VAT or “IVA” as it is known in Mexico must be itemized in all invoices. Before the Contractor may impose and collect VAT on its “tax-relief invoices,” the Contractor is required to obtain a VAT Registration Identification Number from the Secretaría de Hacienda y Crédito Público (aka Hacienda). The contractor will provide the necessary invoicing to enable the USG to obtain reimbursement for VAT. This tax relief benefit is extended only to the U.S. Government – not the Contractor – a as a diplomatic privilege. The current tax-relief invoicing requirements are outlined in the paragraphs below. Notwithstanding any other provisions of this contract, in the event the Government of Mexico revises the requirements, the Contractor shall follow the new requirements as soon as the Contractor is notified in writing of the new requirements by the Contracting Officer.

The Contractor is responsible for providing the following list of items on every “tax-relief” invoice presented to the U.S. Government for payments associated with the in-country purchases of goods, materials or services required to perform this contract. Every invoice the Contractor delivers to the U.S. Government must be an original. The failure of the Contractor to follow these procedures will result in the U.S. Government’s inability to secure tax relief on this project, resulting in reimbursement being denied to the contractor. Invoices for the in-country purchases described above must not include other charges, such as “work completed” or design costs. Such invoices will list separately or collectively the pre-tax price of any supplies or services provided in country. As is required by local authorities, the Contractor will impose the appropriate tax rate against the pre-tax total of the purchases represented on the tax-relief invoice. The Contractor will submit the invoices associated with such purchases as supporting documentation for its in-country payment request. The USG will only compensate the Contractor for the tax amount provided on such invoices. Excluded from reimbursement: VAT on items such as contractor personnel housing, personal vehicles, utilities, phone charges, per diem, etc.

11.1. The contractor’s tax-relief invoices shall provide the following:

· Contractor’s name and address.

· Contractor’s Federal Tax Registry Number (RFC) (aka Certificate of Fiscal Identification).

· Photo image of Federal Tax Registry card (aka Certificate of Fiscal Identification) on the invoice.

· Invoice number and complete transaction date (month, day, and year). Also, needed is the date and place of issue (lugar y fecha de expedicion). The two dates must be the same.

· Required Legal wording dealing with the illegal reproduction of the document. The printing company information must Annex the date of printing and official authorization number.

· Customer name - “U.S. Embassy Mexico City” Embassy current address:

· Quantity and description of acquired services or merchandise.

· All pricing/totals must be listed in both Mexican Pesos and U.S. Dollars.

· (If applicable) The number and date of customs import documents associated with all sales of imported merchandise.

· Invoice must say “FACTURA.” All invoices (“FACTURAS”) must be presented to the Embassy/COR as an original. If the invoice in not complete, the final amount to be reimbursed will be reduced by Hacienda.

11.2. The tax-relief invoice must be written in English and Spanish versions and all pricing must be in both Mexican Pesos and US Dollars solely for the purpose of tax relief. This contract is priced and paid only in U.S. dollars.

11.3. The requirements above apply to all supplies and services purchased in Mexico that are provided to the USG as part of this contract. All IVA documentation must be submitted to the COR for approval and submission to Hacienda on a monthly basis.

11.4. All electronic invoices should be submitted to MexFMCInvoices@state.gov and a copy to the CO and INL COR.

12. Nonpayment for Unauthorized Work

No payments will be made for any unauthorized supplies or services or for any unauthorized changes to the work specified herein. This includes any services performed by the Contractor of his own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is authorized to change the specifications, terms, and/or conditions of this contract.

13. Annex A

The following requirements shall be contemplated developing the CSM:

“Search Criteria” component

Develop and integrate a “Search Criteria” component that allows users to define an accurate search through specific fields. Search criteria must be classified by entities of people, addresses, vehicles and weapons.

The search criteria for each entity should be defined in the Administration Module.

The Search Criteria component shall be integrated to CNS Plataforma Mexico “Portal Único”.

“Institutions Collaboration”

component This component shall show the name of the law enforcement agency that could be selected to search information.

Component shall be connected through the “search web service” to different agencies’ repositories of collaboration, which will be defined by each law enforcement agency.

“Results” component
The result’s component shall have two different sections, in which the resulting information can be classified by each law enforcement agency and Plataforma Mexico.

It should integrate a button for each one of the search results in Plataforma Mexico that allows visualizing the network of links connected to the correlation engine, as long as the result has two or more entities related in the Correlation Engine, and when identification data, besides name, is available.

In the cases of Correlation Engine and Search Engine, the corresponding components shall access directly to the respective API of these tools (IBM InfoSphere Identity Insight and IBM Content Analytics).

It should integrate a “See” labeled button for each one of the search results found in Plataforma Mexico, which allows visualizing the detail screens with the detailed information of each record.

Audit trail in the search module
The audit trail shall log every inquiry actions on records made to each data source, records seen, detail, network and other actions performed within the search module, as well as username, date, time and user IP who made it shall be registered in the audit trail.

Collaboration Tools For institutions

Entity templates
It should elaborate templates for people, vehicle and weapons, where the name, type and length of the fields per entity are defined.

Collaboration database
It should generate a script for the database creation that will include the management and audit trail tables.

The above database Script should be standard for the following database engines:

· Oracle Database versión 11g and above

· MS SQL Server 2008 and above

· IBM DB2 9 and above

· MySQL 9 and above

Functionality
The following functionalities must be provided to the Institution:

Control access profiles will be provided to the institutions, so each of them can define the data sources and records it want to share.

Statistics: This section will contain information of searches realized through the audit trails. "The Contractor" shall submit three (3) statistical reports with pooled data from the audit trail. These reports will be defined in the analysis phase. It will also have to provide a relational structure for this data, which will allow the Plataforma México’s personnel develop new statistical reports in the future, based on the audit trail data.

Export to Excel. The user will be able to select a range of dates from the audit trails and then be exported to Excel spreadsheet.

Search web service
It shall create a generic web service connected to data sources defined by each institution as long as they are in active status.

The search response method should be through an XML file, respecting “entity template” format.

Web service must implement a secure mechanism for the exchange of information between Plataforma México and the Institution.

Guide to manage the database in the institution
"The Contractor" shall provide a detailed technical guide that allows the IT personnel of the institution to install the database that will contain the administration and audit trail tables, as well as to establish the mapping from the views or tables that the institution shares with the entities which will be delivered through web service.

This technical guide should be applicable for the following database engines:

• Oracle Database version 11g and above.

• MS SQL Server 2008 and higher.

• IBM DB2 9 and higher.

• MySQL 9 and above.

• IBM Informix 9.4 and higher.

Audit trails for each institution
It should record in an audit trail every addition, deletion or modification realized to each configuration of an entity data source.

14. Annex B

Architecture

The Contractor is required to develop the technical solution based on the existing architecture as follows:

Presentation: Final services used by the user shall be published; this layer itself shall not have internet access.

Processes: Information analysis and analysis processing services.

Integration: Intermediary layer between the origin of new information sources and its distribution in other layers for processing, enquiry, etc. are connections considered “Partially reliable.” These connections are set in connected points to the Plataforma Mexico Network at a system level, in order to consume or expose processing or database services.

Operation: It shall host LDAP type applications, PKI Servers, Process Monitoring, Software Management, etc. In general, they are common infrastructure services.

Data: All relational databases of Plataforma Mexico shall be host in the infrastructure data layer. Oracles and SQL SERVER are databases engines included in Plataforma Mexico.

Software interfaces Plataforma Mexico has information systems that should be used so the interface and/or necessary complements shall have to be created to be part of these systems. To do this, “The Contractor” should be based in the following development platforms:

3. For the design part.- HTML5 and CCS3

4. Java 1.6 or higher

The Contractor should make the respective analysis and design to guarantee the necessary interfaces to be developed integrating to the technology used by Mexican Platform.

For the entire interface, it shall be necessary to have files and source code, as well as technical documentation and corresponding user that complies with the documental requirements of Plataforma Mexico.

15. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

All required services are performed and no more than one (1) customer complaint is received per month.

[1.SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
2.STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard.
3.PROCEDURES.
(a)If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b)The COR will complete appropriate documentation to record the complaint.
(c)If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
(d)If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e)The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f)If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g)The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h)Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.]

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
