The Air Force Nuclear Weapons Center, Combatant Command – Command and Control (C2) Division is conducting market research to identify contractors capable of delivering software development and sustainment services using Agile and DevSecOps frameworks. The estimated contract value is $9 million over a 5-year base period (11 March 2027 – 10 March 2032) with a potential 6-month extension (12 March 2032 – 11 September 2032). The contract type is Firm Fixed Price and Cost Reimbursable (FFP,CR), classified under NAICS 541519 (Other Computer Related Services). The contracting office is AFNWC/NCKC at Offutt Air Force Base, Nebraska.
Respondents must submit unclassified capability packages not exceeding 5 pages (8.5 x 11 inches, 10-point Times New Roman font, one-inch margins) by 4:00 p.m. Central Time on 5 October 2026 to the Contracting Officer, Mr. Chad Stemick (chad.j.stemick.civ@mail.mil). Required company information includes name, address, point of contact with email and phone number, Federal Cage Code, and Unique Entity ID. The Government will evaluate packages on possession or ability to obtain TOP SECRET/SCI facility clearance with special program access, experience with Agile and DevSecOps frameworks and cloud managed service provider operations, tools and platforms used for development processes, experience maintaining operationally fielded software applications, anticipated challenges for facility transitions, technical capability concerns, and for small businesses, demonstration of 50% performance within their own company. Respondents are encouraged to recommend optimal contract types or existing Governmentwide Acquisitions Contracts (GWACs) that could fulfill these requirements. Companies must address organizational conflicts of interest per RFO Part 9.5 and submit mitigation plans if applicable.

SYSTEM, MANAGED SERVICE PROVIDER (SMPDS MSP)
Contracting Office Address
AFNWC/NCKC, 901 SAC Blvd (Suite 3A5), Offutt, AFB NE 68113
A: INTRODUCTION:
This Request for Information (RFI) is being issued pursuant to RFO Part 10, Market Research; a solicitation is not available at this time. This posting is for information gathering and planning purposes only, and in no way restricts the Government’s final acquisition strategy. The Government will neither award an order solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
The Air Force Nuclear Weapons Center, Combatant Command – Command and Control (C2) Division (AFNWC/NCC) Division is seeking a contractor with the requisite skills and experience to incrementally deliver working software using Agile and DevSecOps frameworks providing sustainment/maintenance, feature development, and architecture/integration updates on the operationally fielded SMPDS MSP software application code baseline.
The successful Contractor must possess and maintain a TOP SECRET (TS)/SCI level facility clearance (with ability to obtain Special program access) before the actual period of performance begins (Estimated 11 March 2027). Personnel providing on-site liaison support may also be required to obtain a TS Sensitive Compartmented Information (SCI) clearance and capable of obtaining access to special programs.
Software development will initially occur within the Contractor’s facility with software integration, to include checkout and testing on classified networks, occurring at the Government facility on a bi-weekly basis. However, AFNWC/NCC is currently planning to stand-up a software development environment on Offutt AFB, NE, so the transition of the Contractor’s software development team(s) to Offutt AFB could occur during this contract’s period of performance. The Government will determine transition strategies on a contract-by-contract basis.

50% of the total requirement within your own company.
If your firm has recommendations on best contract type for these specific services and/or know of any existing Governmentwide Acquisitions Contracts (GWAC) the above-mentioned requirements could utilize to fulfill our requirements, please provide that information in the response.
F. ORGANIZATIONAL CONFLICT OF INTEREST:
The Government would also like to remind companies of their responsibility to avoid and/or mitigate potential Organizational Conflict of Interest (OCI). This initiative is especially important for companies supporting Government entities in Advisory and Assistance Services (A&AS) type tasks. OCI guidance can be found in RFO Part 9.5. A company finding it has a potential OCI situation must submit, and have approved, a mitigation plan prior to the Government’s consideration of any proposal for award. Since the approval process can be lengthy and approval of any plan is not assured, it is highly recommended that potential OCI identification and resolution processes begin as soon in this pre-award phase as possible.
