TO: Prospective Offerors, Health Insurance Solicitation, SMO550-11-R-0007

SUBJECT: Questions and Answers regarding the Health Insurance

Solicitation, S-MO550-11-R-0007

Dear Prospective Offerors, Enclosed please find answers to the following questions:

Q1. The number of employees?

A1. o/a 350 employees. The term “single employees” means individual employees, not necessarily unmarried employees. So we have o/a 350 employees total, both married and unmarried.

Q2. The number of their spouses and children?

A2. o/a 600 members.

Q3. Is the estimated payroll on page 8 gross or net salary?

A3 It’s net salary.

Q4 How the retirees pay for their coverage?

A4 They pay the whole premium directly to the insurance company at the beginning of each quarter.

Q5 Is there one contract for all categories (Embassy/Consulate/AID employees, OREs, retirees and TALM) or separate contracts.

A5 There is one contract for all categories.

Q6 Is it possible to have the solicitation in French?

A6 No, it has to be in English.

Q7 Do we have to answer in English?

A7 For Technical documents and references, you don’t have to submit them in

English.

Q8 Is there any caution from the bank that should be given with the offer?

A8 The solicitation requires a financial statement. Please see Section L.9

Q9 Could you help fill in the SF 33: item 12 and 14. Acknowledgement of amendments?

A9 Block 12 includes a line for you, the offeror, to indicate how long your prices will be valid for. If nothing is entered in the block 12, your prices are assumed to be valid for 60 days until the contract award. Since we have to coordinate the award of the contract with the State Department in Washington, we may need more time than 60 days, so we will issue an amendment to the solicitation indicating the desired number of days to enter in block 12.

Block 14 keeps tracks of the amendments to the solicitation. They can be entered on the final offer you submit, but we will simply ask for your acknowledgement of the amendments issued by return email.

Q.10 Can you extend the deadline to submit offers?

A.10 Yes, we will extend it for another month. An amendment to this solicitation reflecting this extension will be sent.
