About this file
This document is a technical description format for Small and Handheld Radiation Triage Kit Solutions. It outlines the required information that interested sources shall respond with, including system details, technology readiness level, employment concepts, system parameters, limitations, special features, ruggedness, product support, and rough order of magnitude cost and schedule.
The related federal contract opportunity is a Request for Information (RFI) issued by the Naval Surface Warfare Center, Indian Head Division (NSWC IHD). NSWC IHD is seeking potential solutions capable of detecting neutron and gamma radioisotopes, as well as alpha and beta particulate radiation, to replace the current system in a smaller, lighter format. Responses are due by 4:00 p.m. Eastern Standard Time on May 20, 2024. No award will be made as a result of this market survey, but a formal solicitation may be generated at a later date.

Small and Handheld Radiation Triage Kit Solutions
Technical Description Format:
All interested sources shall respond by providing capability statements outlining technical specifications and a technical summary, along with cost and schedule impacts for the development of a new system or upgrades to an existing system to meet the stated requirements in the Performance Specification. The capability statement shall include the following information:
1. System picture, diagram, or line drawing: An image or notional image of the system, preferably a view that gives a fair representation of the system size.
2. Technology: Describe the technology proposed. Additionally, if a system currently exists, elaborate on modifications necessary to meet the stated requirements.
3. Technology Readiness Level: Include vendor assessment of Technology Readiness Level of system.
4. Narrative of System Employment Concepts: Include the conceptual mechanism by which the system accomplishes its functions and detailed employment of techniques/methods.
5. System Parameters: Identify those parameters/requirements that are an executable, that drive cost and schedule, and that are high risk (i.e. weight, operational time, frequency range, size, power, etc.)
6. Limitations/Hazards/Special Requirements: State any special limitations, hazards and/or special requirements such as power sources or operating temperatures and their respective characteristics.
7. Special Features/Capabilities: Summarize any special features or capabilities that will improve the overall effectiveness and performance of the system. Identify risk areas to any of these features or capabilities.
8. System Ruggedness: Include any testing results of system ruggedness within Arctic and Maritime environments.
9. Product Support: State the availability of product support for warranty, parts, calibration, and general repairs.
a. If maintenance or calibration is required, state the frequency and costs associated.
10. Rough order of magnitude (ROM) cost and schedule for the development of a new or modification of an existing system.
a. Include the cost of:
i. One unit
ii. 100 units
iii. 1000 units
iv. 3200 units
11. Description of technical and manufacturing capabilities as applicable to this solution, including overall manufacturing timeline and production rate.
Requirements:
The system shall provide the operator a way to detect, quickly locate, measure, and identify the source of the radioactive materials in conformance with ANSI N42.34-2015. This system may also have the capability to analyze shipping containers and provide a general location of any existing threats. The system must be man-portable and/or Remotely Operated Vehicle (ROV) mountable.
