About this file
This is a Notice to Contractors issued by the Maryland Department of Transportation State Highway Administration (SHA) for a Design-Build contract in Saint Mary's County. The project, identified as Contract No. SM1235174, involves drainage improvements and living shoreline solutions along MD 249 (Piney Point Road) between Thomas Road and Stark Drive on Saint George Island, spanning approximately 2 miles. The roadway, classified as a low-lying minor collector with elevations ranging from 2.0 to 4.7 feet above sea level, is highly susceptible to tidal inundation, wave action, and shoreline erosion due to its proximity to the Potomac and Saint Mary's Rivers near the Chesapeake Bay. Projections indicate that by 2045, inundation could occur up to 226 times annually, posing significant risks to roadway integrity, residential access, and emergency response. The scope of work includes targeted, constructible living shoreline solutions at vulnerable segments and erosion hotspots, along with temporary and permanent signing, lighting, signalization, pavement marking, ITS design and construction, traffic analyses, utility coordination, erosion and sediment control design and implementation, community relations and public outreach, roadway and stormwater management design and construction, and all required permits and approvals. Statements of Qualifications are due by 12 noon on November 2, 2026. The procurement method is Competitive Sealed Proposals as defined in the Code of Maryland Regulations (COMAR) 21.05.03.
This project is funded federally and classified as Project Classification G. The SHA reserves the right to reject any and all proposals. Minimum wage rates have been pre-determined by law. The Maryland Department of Transportation emphasizes its commitment to providing full opportunity to minority and disadvantaged business enterprises, prohibiting discrimination based on race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information, or disability in accordance with Title VI of the Civil Rights Act, as amended. All activities shall comply with applicable civil rights regulations.

Proposal Deadline: November 2, 2026 Project Classification: G Funding: Federal
Description: MD 249 (PINEY POINT ROAD) FROM THOMAS ROAD TO STARK DRIVE – DRAINAGE
IMPROVEMENTS – DESIGN-BUILD
This project is a Design-Build contract procured using the “Competitive Sealed Proposals” procurement method as defined in the Code of Maryland Regulations (COMAR) 21.05.03.
This project extends approximately 2 miles along MD 249 (Piney Point Road) between Thomas Road and Stark Drive on Saint George Island in Saint Mary’s County, Maryland. The roadway is a low-lying minor collector with elevations ranging from approximately 2.0 to 4.7 feet above sea level across the four (4) project sites, making it highly susceptible to tidal inundation, wave action, and shoreline erosion due to its location between the Potomac and Saint Mary’s Rivers near the Chesapeake Bay. Projections indicate that by 2045, inundation could occur up to 226 times per year, increasing risks to roadway integrity, residential access, and emergency response.
To address these challenges, the design-build effort will focus on implementing targeted, constructible living shoreline solutions at the most vulnerable segments of the roadway as well as erosion hotspots to reduce flood impacts and maintain access to the roadway to the greatest extent practicable and thereby improve overall functionality of the corridor.
Improvements are intended to provide consistent access while addressing site-specific drainage, erosion, and shoreline interaction challenges through an integrated and practical design approach.
The anticipated scope of improvements may include, but not be limited to: Temporary and Permanent Signing, Lighting, Signalization, Pavement Marking, and ITS Design and Construction; Traffic analyses; Traffic Control Design and Implementation; Utility Coordination; Erosion and Sediment Control (E&S) Design, Implementation and Approvals;
Community Relations and Public Outreach; Roadway Design and Construction; Stormwater Management Design and Construction, Pavement and Geotechnical Engineering; and obtaining all permits and approvals required for the project.
Minimum wage rates for each Project, if applicable, have been pre-determined by law.
The SHA reserves the right to reject any and all proposals.
