About this file
This is a procurement initiative letter issued by the Pennsylvania Department of Conservation and Natural Resources, Bureau of Administrative Services, promoting the Small Business Procurement Initiative to eligible small business owners. The letter serves as an informational document regarding the Commonwealth of Pennsylvania's contracting opportunities for small and diverse businesses, though it does not pertain to a specific solicitation. Rather, it encourages eligible vendors to self-certify as Small Businesses (SBs) or Small Diverse Businesses (SDBs) through the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities to participate in future contract opportunities across the Commonwealth. The initiative applies to all procurement categories including goods, services, information technology, and construction.
To qualify as a Small Business, a vendor must meet five criteria: the business must be a for-profit United States entity that is independently owned and not dominant in its field of operation, must employ no more than 100 full-time equivalent employees, and must not exceed three-year average gross revenues of $47 million regardless of business type. Small Diverse Business certification requires initial self-certification as an SB followed by submission of current certification from approved third parties to BDISBO. The Commonwealth's Small Business Reserve program is a race and gender-neutral program available to all qualifying SBs and SDBs, allowing participation as prime contractors, subcontractors, suppliers, and professional service providers. Interested businesses are directed to www.dgs.pa.gov/Small%20Business%20Contracting%20Program/Pages/default.aspx for registration guidance and resources, with additional assistance available through BDISBO at (717) 783-3119 or gsbdisbo@pa.gov.

Dear Small Business Owner:
The Department of Conservation and Natural Resources is focused on proactively promoting the use of Small and/or Diverse Businesses on eligible solicitations with our agency.
The Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) has created a process with which eligible vendors can become selfcertified as a Small Business (SB) and verified as a Small Diverse Business (SOB). Once selfcertified, vendors can be considered for contract award opportunities with the Commonwealth of Pennsylvania that are specifically tailored for SBs and SDBs.
These programs allow SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. Opportunities are available with the Commonwealth for goods, services, IT, and construction.
In addition, eligible businesses may compete for contracts reserved solely for small businesses under the Commonwealth's Small Business Reserve program, a race and genderneutral program open to all businesses that are SBs or SDBs.
In order to qualify as a Small Business (SB), a vendor must selfcertify that they meet the following requirements:
• The business must be a forprofit, United States business.
• The business must be independently owned.
• The business may not be dominant in its field of operation.
• The business may not employ more than 100 fulltime equivalent employees.
• The business may not exceed threeyear average gross revenues of $47 million, regardless of business type.
In order to qualify as a Small Diverse Business (SDB), a business must first selfcertify as an SB, then submit current certification from a variety of approved third parties to BDISBO.
For an overview of the program, stepbystep guide on how to selfcertify as a Small Business, and pertinent resources, please visit:

Should your business fall under these requirements, we strongly encourage you to register.
If you have any questions about the program, do not hesitate to contact BDISBO; they are reachable by phone at: (717) 7833119 or by email at: gsbdisbo@pa.gov.
Thank you for your continued support and interest in Commonwealth business opportunities!
Sincerely, Xia Wang Director Bureau of Administrative Services
