City of Amsterdam, New York
Information to Bidders
Sludge Hauling/Disposal Services
September 30, 2026
The City of Amsterdam is seeking public Bids for wastewater sludge hauling and disposal from its wastewater treatment plant located at 176 Quist Road in the City. Bids will be accepted by the City Clerk of Amsterdam until 11:00 a.m. Monday, October 26, 2026 when they will be opened publicly and read aloud. The Bids are for the services described above, and as further described in the following Scope of Work:
Bidders shall transport and dispose of sludge cake at an approved facility.
The Vendor awarded the work must provide the following:
1. Sufficient trailers to haul sludge cake. Trailers shall be able to fit into the drop-off area, Forty (40) feet L, Fourteen (14) feet W, and Twelve (12) feet H. It is encouraged to make personal field measurements to verify proposed equipment will be satisfactory.
Trailers shall have an open top which can be covered after filling to control odors and prevent material loss. Units shall not be filled greater than what is allowed to travel over the road.
2. The scope of this proposal does not include disposal of grit and/or screenings from the WWTP and its pump stations.
3. Prepare bills of lading to accompany the transportation of the materials to the disposal facility. The bill of lading shall be signed by a representative of the Wastewater
Treatment Plant (WWTP) for each load of material that leaves the site. The successful vendor shall provide copies of all bills of lading to the WWTP representative the same day the material leaves the site.
4. The successful vendor shall provide services as needed by the City. The vendor is to pick up the loaded trailers upon being notified. The City will notify the vendor by preparing a schedule for removal by the end of the week prior to the removal. The City will apply good faith efforts to accurately prepare the schedule.
5. The City of Amsterdam Wastewater Treatment Plant generates approximately 5000 wet tons of sludge per year. The WWTP is a well managed facility with competent staff.
It routinely and consistently exceeds 20% solids in its sludge removal processes;
however, it is possible that this percentage solids may not always be achieved due to variations in influent strength, outside air temperature and influent temperature.
6. Proof of Pollution Liability insurance is required prior to the commencement of work.
7. The term of this work is from the date of award continuing without interruption for one (1) calendar year. Subsequent one (1) year renewals, at the option of the City, may be available for two (2) additional years. Total contract period, including all options, shall not exceed thirty-six (36) months.
8. Due to the volatility of the fuel market, this contract will have a fuel price adjustment per NYSDOT Item 698.05. This adjustment will be applied to the hauling costs per truck when requested by either party and when the costs are over the $0.10 per gallon difference. For reference the calculation is below.
Increase: Price Adjustment = (Quantity of Fuel) X (Current Index Price – Bid Index Price - $0.10)
Decrease: Price Adjustment = (Quantity of Fuel) X (Current Index Price – Bid Index Price + $0.10)
