Interim Guidance for Contractors Working at SLSDC Facilities
Daily Screening Process for Contractor Employees
The SLSDC requires all Contractors to complete a daily screening process for each of their employees, including vendors, by measuring each employee’s temperature and obtaining the employee’s response to three screening questions. The screening process will take place prior to passing through the gate at Maintenance, Eisenhower Lock, Snell Lock or through the door at the Administration Building or prior to arrival at SLSDC property. The SLSDC’s COR (Contracting Officer’s Representative) and/or the Chief of Security may also conduct or participate in the daily screening process at any time for verification purposes.
Daily Screening Process
1. Each workday, the Contractor will:
a. Measure each employee's temperature.
b. Obtain responses from each employee to the following screening questions:
a) Are you currently experiencing, or experienced in the past 48 hours, any of the following symptoms: fever, cough or shortness of breath?
b) Have you travelled to a high-risk area for transmission of COVID-19 in the past 14 days?
c) Have you been in contact with any individual with suspected or confirmed COVID-19?
2. If any Contractor employee’s temperature is equal to or greater than 100 °F, or if the Contractor employee responds affirmatively to any of the screening questions, they shall not be permitted to pass through a gate/door.
3. The Contractor will report any employee temperature equal to or greater than 100 °F, or affirmative response to any screening question, immediately to the COR (or Chief of Security at 315-382-3645 if the COR is not immediately available).
4. The Contractor shall submit a confirmation report of all employee screening results via e-mail to the COR no later than 0700 daily.
Access to SLSDC Facilities
Contractor employees are not permitted to proceed through an open gate or door.
Contractor employees who have an HID (Host Intrusion Detection) card may use the card to open the Maintenance, Eisenhower Lock, or Snell Lock gates without checking in with the Warehouse or Vessel Traffic Control (VTC), provided they have been cleared through the screening process that day.
Contractor employees who do not have an HID card:
1. The Contractor employee will push the button and announce their name and Contractor name at the gate.
2. An SLSDC employee will check the daily screening list that has been forwarded to them by the COR, verifying the Contractor employee’s name is on the list and that they have been cleared through the screening process that day.
3. If the Contractor employee has not cleared the screening process that day, the SLSDC employee will notify the COR and the COR will notify the Contractor to come and screen it’s employee.
4. The Contractor employee will not be allowed through the gate until the Contractor performs the screening process, notifies the COR that the employee has cleared the screening process, and the COR notifies the SLSDC employee running the gate to allow the Contractor employee through the gate.
While on SLSDC Property
· Contractor employees should practice Social Distancing (maintain a minimum distance of 6 feet from another individual), as work duties permit.
· Contractor employees are required to wear a face mask while on SLSDC facilities when social distancing is not possible. The masks will be supplied by the Contractor.
· Contractor employees will regularly clean and disinfect their work spaces and equipment.
· Contractor employees are NOT ALLOWED in any SLSDC buildings, except as authorized by the COR.
· The Contractor must provide a portable toilet or other appropriate bathroom facilities for its employees. Use of SLSDC bathrooms is prohibited.
· If a Contractor employee becomes ill during the work day, the contractor will remove them from SLSDC property immediately. The Contractor will immediately notify the COR (or Chief of Security at 315-382-3645 if the COR is not immediately available). The employee may not return to SLSDC property until clearance is obtained from the COR and the Chief of Security. Medical documentation may be required.
SLSDC COR / Chief of Security Site Visits
The COR or Chief of Security will conduct site visits to Contractor work areas to observe Contractor employees to ensure that they are following social distancing when possible, wearing masks, observing safety practices, and that they are not displaying signs of illness. When it is observed that recommended practices are not being followed, the COR will draft a written report and give a copy to the Contractor prior to the next day’s work.
