About this file
The document is a comprehensive technical specification prepared by the City of Oceanside, California, for the San Luis Rey Water Reclamation Facility RAS (Return Activated Sludge) Pipe Replacement Project. The project involves replacing approximately 130 linear feet of existing steel piping, including 18-inch, 12-inch, 10-inch, and 8-inch pipes, with associated steel wyes and reconnections. The work encompasses field welding, coating, scaffolding installation, crane or alternative lift system operation, valve and appurtenance installation, removal and replacement of conflicting process pipe, and site restoration. The project is located at the San Luis Rey Reclamation Facility at 3950 N River Rd, Oceanside, CA 92058, with a targeted completion date of April 1, 2025.
The technical specifications outline detailed requirements for pipe materials, installation methods, testing, and quality control, with a total project approach emphasizing minimal disruption to existing facility operations. The contract includes specific constraints, such as limiting return activated sludge pump shutdowns to no more than two hours, with up to four of eight pumps allowed to remain in service during construction. The project will be competitively bid, with contractors required to submit comprehensive documentation including detailed sequencing plans, bypass pumping strategies, and safety protocols. While specific budget details are not explicitly stated, the specifications suggest a complex infrastructure upgrade with multiple technical and operational considerations, requiring specialized expertise in municipal water reclamation facility pipe replacement.
