About this file
This document is a market intelligence request memorandum from the Department of the Air Force, Headquarters Air Force Materiel Command, targeting engineering services vendors for a Shock Lift (SL) Noise Reduction project. The government seeks qualified vendors to conduct noise level measurements and develop noise mitigation solutions for exhaust ducts at Arnold Engineering Development Complex (AEDC), specifically requesting detailed responses on three key technical capabilities: (1) noise measurement expertise in industrial environments, (2) solution development and duct modification approaches, and (3) data deliverables and reporting strategies.
The memorandum additionally requires vendors to demonstrate compliance with 10 U.S.C. 4022's "Appropriate Use of Authority" by selecting and justifying one of three criteria related to project participation. Vendors must also undergo a NIST SP 800-171 compliance vetting process to access the full project documentation (Atch 1 - SOO_SL Duct Noise Reduction-Distro D), which will only be released after successful validation of the company's CAGE code and cybersecurity standards. The project is targeting vendors using NAICS Code 541330 (Engineering Services) and is currently in the market intelligence phase.

MEMORANDUM FOR VENDORS UTILIZING NAICS CODE 541330: ENGINEERING SERVICES
FROM: AFMC/AFTC/PZIA (Arnold) 100 Kindel Drive Arnold AFB, TN 37389-1332
SUBJECT: SL Noise Reduction – Market Intelligence Request
The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements.
To help the Government assess your company's suitability, please provide concise responses to the following key questions:
Technical Capabilities (Top 3):
1. Measurement Expertise: Describe your company's experience in conducting noise level measurements in industrial environments similar to AEDC, including the equipment used, calibration standards, and procedures for mitigating potential sources of error (e.g., temperature, humidity).
2. Solution Development & Duct Modification: Summarize your approach to developing noise mitigation solutions, with specific emphasis on your experience modifying exhaust ducts. Outline your typical process, key considerations, and potential challenges you anticipate.
3. Data Deliverables: Describe the typical reports and data that you would provide detailing your findings, proposed solutions, and feasibility analysis. Give an example of the data types, units of measurement, and expected data format, that your company plans to provide in your sampling strategy documentation.
10 U.S.C. 4022 - Appropriate Use of Authority:
Provide a brief overview of how your company anticipates satisfying the "Appropriate Use of Authority" requirement as defined in 10 U.S.C. 4022(d)(1)(A)-(C). Specifically, indicate which of the following criteria (A, B, or C) your company intends to leverage and provide a brief rationale for your selection:
(A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.
(B) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under section 9 of the Small Business Act (15 U.S.C. 638)) or nontraditional defense contractors.
(C) (C) At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.

NIST SP 800-171 and Distro D Information:
This project requires adherence to NIST SP 800-171. To understand the technical performance parameters necessary to meet this requirement, you may request access to document, Atch 1 - SOO_SL Duct Noise
Reduction-Distro D.
To request Atch 1, and before you can receive it, your company must undergo a NIST SP 800-171 compliance vetting process. Please provide your company's CAGE code to the Agreements Officer. The
Agreements Officer will then validate your organization's NIST SP 800-171 compliance.
Important: Atch 1 will be released only after the successful validation of your company's NIST SP 800-
171 compliance. Failure to meet this requirement will prevent access to Atch 1.
GREGGORY C. JONES
Agreements Officer, USAF
