Q1. Exchange Rate:

Considering the continual devaluation of the Syrian Pound, are we able to set rates in USD? If we must quote in local currency, may we add a condition such rates and charges quoted in SYP are based on the currently exchange rate of USD1 = SYP180?

If neither of these scenarios are acceptable, can you offer an alternative?

A1. Exchange Rate: All Bidders should consider a reasonable fluctuation factor in their prices; Currency Fluctuations does not apply as price change factor in the Economic price adjustment clause; it only applies to Wages of Direct labor only and/or Host Country decree.

Local Syrian law forbid the use of any currency other than Syrian pounds for services performed with the Syrian Arab Republic except for services performed at the Duty free, Free Zones and payments for international cargo services. However, the contracting officer can determine to use US dollars because of the unusual circumstance and the instability of the economic situation in Syria - Check FAR Subpart 25.10

Q2. B.5 BASE PERIOD PRICES / Section "d"

Under Freight Handling there is:

(1) Post/Consulate I NW Lbs

Embassy facilities to a residence NW Lbs 50,000.00

(2) Post/Consulate II NW Lbs

Embassy to warehouse/vice versa NW Lbs 50,000.00

Could you please clarify. Are there two distinct consulate facilities?

I and II?

Or, is it that "(1) Post/Consulate I" means "Embassy facilities to a residence" and "(2) Post/Consulate II" means "Embassy to warehouse/vice versa"

A2. (1) Post/Consulate I - Embassy facilities to a residence: This means freight handling from all Embassy Facilities (Which is all Embassy buildings located at Mansour St. Abu Rummaneh and warehouse located at Damascus Suburb) to Embassy residences (Which located within the Damascus Metropolitan area like West Mezzeh - Abu Rummaneh - Malki - Kafarsouseh)

(2) Post/Consulate II - Embassy to warehouse/vice versa: This means freight handling from Embassy Warehouse (Which located at Damascus Suburb) to Embassy and vice versa.
