U.S. Embassy Baghdad, Iraq Solicitation SIZ10016R0028
Project: USG Iraq Signal Tower
Bidding Questions & Answers
April24, 2016
Q 1 Can the government provide original equipment manufacturer structural drawings, tower make and model, serial numbers, or any other identifying marks? The reason for this request is to determine if sufficient technical information can be collected to support a comprehensive tower analysis. For example, if the tower is an ungraded tower, then a more detailed on site data collection is needed versus if the tower is a manufactured tower from an accredited supplier that has the engineering data on file, then less work is required.
AI Unfortunately, this information is not available. In addition to remind, we only expect that Contractor analyze the aviation warning lighting system .
Q2 Does the government require, at the end of the analysis & repair process, an industry standard safe to climb certificate?
A2 No .
Q3 SOW Paragraph II, Section D. Part 1, suggests that contractors are to plan to stay at each site up to two days, will accommodation while on USG sites be covered by the government?
A3 No. The awarded Contractor will spend time on the site only for duration of the work. Accommodation, transportation, climbing equipment or any tool will be arranged by the Contractor itself, outside of the Embassy Compound.
Q4 SOW Paragraph II, Section D, Part 2 states "US Embassy we'll provide access to the compounds and be responsible of contactor' s personnel from pre determined compound access points/CACs at all sites", however, Section 3 - Solicitation Provisions states "Evidence that the offeror/quoter has valid badges to enter the working areas inside the U.S. Embassy Baghdad, BDSC and the U .. S.
Consulate General Basrah." Can the government please clarify?
A4 This means that Contractor will enter the Embassy Compound on pre determined entrance, each worker will need to have a valid identification document and will receive a temporary badge while at the US Embassy Compound ..
Q5 With reference to the above subject, we kindly requesting you if you able to provide us drawings or any more details that is might to help us for seven towers proposal please.
AS Unfortunately, there will be no documentation provided. And to clarify one more thing, in the meanwhile one tower has been terminated, so there are six ( 6) towers in total, two (2) at each location .
Q6 This solicitation is to evaluate the current condition of the towers and upon site survey completion the contractor will submit their evaluation fixing/maintenance report? This is not a solicitation for a maintenance plan/fixing/spare parts?
A6 Correct. In this phase we expect to receive proposal for the site visit, evaluation reports, specified in SOW, for the towers on all three (3) locations and necessary certificates mentioned in SOW. Second phase of the contract will cover other aspects of the contract that will be determined during the evaluation process with awarded Contractor .
Q7 How many contractors will be selected for the evaluation phase?
A7 Only one (1) Contractor will be selected and awarded for the evaluation phase and same contractor will do the fix and other agreed actions, during the second phase of the contract.
Q8 When to expect the site survey to be conducted if the solicitation awarded?
A8 US Embassy officials and Contractor together will start immediately, after the contract awarded and security clearance completed, intensive activities for the site visit.
Q9 Does it require to do all 3 locations simultaneously or each location at a time? This will help us knowing the number of techs needed.
A9 Each location at the time will be evaluated. One after the other, with the time schedule, that is the most convenient for USG and Contractor.
Q 10 Is there a time line to complete the site survey evacuation that we need to commit ourselves to?
AlO We'll expect to receive the requested documents within four (4) week time frame, after the site visits are completed.
Q 11 what are the shapes of the towers? "I" shape or "A" shape or "pyramids"?
All The closest explanation is that we have towers with the square shape base much bigger than at the top .
Q 12 Does Iraqi license (companies to be requested in Iraq) a condition to bid?
Al2 No.
Q 13 who are the tower manufacturers and what are the tower model numbers?
Al3 This information is not available.
Ql4 what year were the towers erected?
Al4 We can say that all the towers were erected within the last 10 years.
Q 15 who are the obstruction lighting manufacturers and what are the model numbers of the equipment?
Al5 This information is not available.
Q 16 are the roadways between tower sites safe and secure or will tower personnel require security officers to accompany them?
