Limited-Sources Justification to Continue Service Under Task Order GSQ0017NR4005 to Four Points Technology

I. Identification of the Agency and Contracting Activity

a. General Services Administration (GSA), Federal Acquisition Service (FAS), Information Technology Category (ITC), QT3C

b. Project Officer Information

Project Officer Name – Deor Baker Mailing Address – 1800 F Street NW, Washington, DC 20405 E-mail Address – deor.baker@gsa.gov

II. Nature and/or Description of the Action Being Approved

Extension of Telecommunications Action Services (TAS) Task Order per FAR 8.405-6(a)(1)(i)(B) and FAR 52.217-8, Option to Extend Services

a. Program Background

The General Services Administration FAS manages numerous government-wide technology and network service acquisition programs to fulfill customer agency needs. The Office of Telecommunication Services (OTS) provides local, domestic, national, and international voice, data, and video communications to government-wide customers under various contract vehicles including the Connections II (CNX-II), Networx Enterprise, Networx Universal, Enterprise Infrastructure Services (EIS), and Washington Interagency Telecommunications System (WITS3) contracts.

The Network Hosting Center (NHC) system provides contract management and price management services for OTS contract vehicles. Support for the NHC is obtained in two parts:

- Application support on separate contract vehicles, and

- Cloud services, order level materials, and limited IT services through Four Points Technology, Inc.

The task order that currently provides AWS, Order Level Material, and limited IT services for the NHC support was awarded May 31, 2017 to Four Points Technology, Inc. That task order entered its final option period October 1, 2019, and is set to expire on May 30, 2020.

b. Acquisition Purpose and Objectives

GSA seeks to continue contractor support for the NHC cloud services and limited IT services until the cloud services can be obtained through GSA’s Office of the Chief Information Officer (OCIO) and limited IT services are provided by GSA associates. GSA requires continued contractor support for cloud services and mailto:deor.baker@gsa.gov limited IT services under the current Four Points Technology task order. It is essential to the management of GSA’s telecommunications contract vehicles that these services are provided without interruption. This extension will supply the cloud services and IT services necessary to operate and maintain the NHC system past the task order end date of May 31, 2020. GSA intends to exercise the six month option in the task order per Clause 52.217-8, Option to Extend Services.

III. Description of the Supplies and Services Required to Meet the Agency’s Needs

a. Project Title: Telecommunications Action Services

b. Total Estimated Dollar Value and Performance/Delivery Period

Six Months Option to Extend (May 31, 2020 – November 29, 2020)

Total estimated price: $462,783

IV. Authority and Supporting Rationale

a. Authority

This procurement action is conducted under the authority of the Multiple Award

Schedule Program. Consideration of Schedule contractors will be restricted to

Four Points Technology Inc. as provided in FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

b. Demonstration of the Proposed Contractor’s Unique Qualifications to

Provide the Required Supply or Service

1. Name and Address of the Proposed Contractor: Four Points Technology, Inc.

2. Nature of the Acquisition and Proposed Contractor’s Unique

Qualifications

Four Points has extensive knowledge of the current operations contract and plans for transition of the NHC application support to a new contract. Market research has shown that no other source is available to provide the mission critical functionality within the required timeframe and for the relatively short duration anticipated. The Four Points Technology solution is the only solution currently available to meet the Telecommunications Action Services requirements that support NHC operations and that is available within the required timeframe. Any alternate solution would need to be competitively sourced and transitioned with no interruption of cloud services.

A competitively acquired alternate solution could not be delivered before May 31, 2020 when the current task order expires. GSA is currently in the midst of transition activities that will eliminate the need for an acquisition to replace the current support, and any effort to provide interim competition would not be timely.

IV. Determination by the Ordering Activity Contracting Officer That the Order

Represents the Best Value Consistent with FAR 8.404(d)

The anticipated price for the six month option is $462,783. GSA has already determined these prices to be fair and reasonable under the current task order. Per FAR 52.217-8, continued performance of this order will be at the limits and rates specified in the order. The order has been determined to represent the best value to provide the required supplies and services while the competitive process for the replacement award runs its total course.

V. Description of Market Research Conducted

Competition for NHC cloud services and for limited IT services could result in a replacement for the current task order, however GSA has determined that savings over competed costs will be greater if cloud services are obtained through the GSA OCIO and IT services insourced. Plans are currently in place for transitioning support to OCIO and GSA associates. The Four Points Technology solution is the only solution currently available to meet the cloud services provisioning and IT services requirements that is available within the required timeframe.

VI. Any Other Facts Supporting the Justification

The telecommunications industry is facing unprecedented demand as a result of the historic ‘work from home / school from home’ COVID19 response. The critical nature of network infrastructure has perhaps never been more significant in non-wartime than in this current crisis. Unnecessary disruption to the Federal Government’s telecommunications infrastructure must be avoided during these uncertain times.

Any delays in service that would result from a loss of support for the NHC at this time would be devastating to the community of agencies being supported. Preserving the equilibrium of service delivery is a strong incentive for GSA to use the extension of this task order to meet this need.

VII. Statement of Actions the Agency May Take to Remove or Overcome Any

Barriers That Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made

In order to remove barriers to competition and increase small business participation, GSA will transition cloud services from the current solution to an OCIO solution. The OCIO solution is anticipated to be a small business set aside.
