QUESTIONS FOR OFFERORS

1- You have provided historical claims for the prior three years for Health claims and Life claims. Please tell us the average number of employees you had in these years or if there is any significant change in the employee count that is 335 in this solicitation and please tell us if there has been any reduction in benefit levels being provided.

The average number of employees (health insurance)

Year
Average # of employees
2012
319
2013
335
2014
337

The average number of employees (Life insurance)

Year
Average # of employees
2012
321
2013
339
2014
347

NB: The difference is justified on the basis that some employees have waived the health insurance but are covered by the life insurance.

There has been no reduction in benefit levels.

2- Provide the three year premium history which is critical to determine the insurance loss ratios. The loss ratio is based on the 'amount of claims paid' to the 'amount of premiums collected'. This ratio is instrumental in ascertaining the premiums. It is an industry standard practice to use this metric for premium computation. While the solicitation documents contain the claims history there is no mention of the premium history.

3- The employee census you sent is going to help us for the health insurance computation but it is still missing the salary information required for the life insurance computations. As you know the life insurance benefits are based on the salaries and we would have to make considerable guesses/estimates in arriving at the life insurance premiums without a relationship between employee age, gender and salary. If it is going to make it easier (i.e. less sensitive) for you, we can use salary info as it relates to the employee age (instead of the date of birth). I have attached an excel file that has converted the 'date of birth' information to 'age' and you can include the salary info in a new column titled 'salary'.
