FAR 52.237-1 SITE VISIT (APR 1984)
Offerors or Quoters are urged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Site Visit Information to include in solicitation:
SITE VISIT
This is an opportunity to visit the site of the work. A site visit time and date will be promulgated by the Technical Point of Contact. The site visit shall allow Contractors to view the space where the work will take place. Potential Contractors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
Site Visit Security Requirements
Because of heightened security, Contractors who are planning to attend the site visit shall e-mail, Richard Sparkman at (808) 295-3822. for further instructions on requirements and scheduling of the site visit.
Site Visit
Location: 331 Fort Johnson Road, Charleston, SC 29412.
Post Site Visit Follow Up
a. Quoters are encouraged to submit all questions in writing no later than three (3) days after site visit.
b. Questions will be considered at any time prior to, or during, the site visit; however, quoters will be asked to confirm verbal questions in writing. Subsequent to the site visit, an amendment to the solicitation containing an abstract of the questions and the Government's answers, will be made publicly available.
c. Offerors are expected to satisfy themselves regarding all conditions that may affect the work required or the cost of Contract performance. In no event shall failure to inspect the site and/or equipment constitute grounds for any protest or Contract claim.
d. Quoters are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each quoter, prior to submitting a quote, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.
CAR 1352.215-72 INQUIRIES (APR 2010)
Offerors must submit all questions concerning this solicitation in writing to the Contract Specialist Tia Palmer at tia.palmer@noaa.gov. Questions should be received no later than four (4) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract.
