ATTACHMENT A:

QUESTIONS AND ANSWERS

1. When is the effective date of the insurance policies?

Our current insurance policies for all listed vehicles are valid till October 31st 2015. We estimate that the new contract shall be awarded at the end of February 2015; therefore the pricing of the base year should be effective from the date of contract award. The Consulate expects to add new vehicles to the list during the base year and therefore the insurance for any new vehicle will be priced based on the costs established in the base year. However all other policies will need to be paid at the end of October 2015 upon their expiration.

2. Should the Compulsory insurance cover Gaza area?

All compulsory and 3rd party insurance shall be effective throughout the State of Israel and the West Bank areas under the Palestinian Authority control only. Coverage in Gaza area is not required under this contract. See Amendment # A001.

3. What type of driving licenses do the drivers carry?

All Consulate drivers shall carry local Israeli driving licenses.

4. What is the required age for all drivers?

Per C.7.2., the vehicle insurance should cover all US Consulate’s employees over the age of 21 years. A minimum of 1 year of experience is required.

5. Who will manage the insurance claims?

The contractor shall manage all insurance claims related to property damage.

6. How will the deductible fees be paid under this contract?

The Consulate will pay the deductible fees whenever they report an accident of which the Consulate’s driver is at fault.

7. As the contract is for 5 years, can we change the price if there’s a change in the government’s published index?

Economic price adjustment is allowed as described in paragraphs B.5.0 and B.6.0

8. Can we choose not to renew the contract after the expiration of a performance year?

Yes, with at least 6 months advance notice.

9. Do you prefer that the third party liability be with Israeli company or Palestinian Company?

We want our vehicles to be fully insured in both Israel and Palestine areas.

10. How much did the current insurance company pay for claims issued on behalf of the Consulate during the last three years?

The following information is provided:

A. 36 car accidents occurred.

B. The sum of NIS 260,000 was paid during the above period.

C. The sum of NIS 56,000 still pending for unpaid claims.
