About this file
This document is a Limited Sources Justification and Approval (J&A) for the SIPRNET Thin Client Backend Replacement program. The procurement will be conducted under the Multiple Award Schedule Program (FAR 8.405-6) and is required to maintain compatibility and congruency with the existing Cisco-based network infrastructure used by the Pacific Air Forces (PACAF) Command Support System (CSS). The 18th Contracting Squadron at Kadena Air Base, Japan is the contracting activity. The total estimated cost, including options, is classified.
The J&A justifies the use of Cisco brand equipment as essential to meeting the agency's requirements, as the existing network uses proprietary Cisco protocols and equipment. Market research indicates that other brands would not be compatible or meet mission needs without extensive and costly modifications. Four GSA 2GIT vendors were identified as potential sources for the Cisco equipment. The contracting officer determined this approach represents the best value to the government.

I. Contracting Activity.
U.S. Department of the Air Force, U.S. Air Force (USAF), Pacific Air Forces (PACAF), 18th Wing, 18th Contracting Squadron, Kadena Air Base, Okinawa, Japan
II. Nature and/or description of the action being processed.
This equipment will be used as critical replacements to existing switches, and will be put towards required expansions of existing network infrastructure.
III. Description of supplies/services required to meet agency needs.
Cisco must be used as the front end for the VDI solution as that is the front end used by PACAF CSS. In order to maintain congruency with PACAF CSS and enterprise communications the CISCO UCS chassis needs to be procured. Below are the full description of requirements. Below is the Full list of items requested by 18 CS:

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
FAR 8.405-6(b)(1) applies - the particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.
CISCO must be used as the front end for the VDI solution as that standard used by PACAF CSS. In order to maintain congruency with PACAF CSS and enterprise communication equipment. Additionally, using non-Cisco brand equipment for the network will impact command and control processes and procedures currently utilized throughout the Wing, this equipment and existing equipment contains proprietary protocols that are compatible with key infrastructure devices currently supporting network functions. Furthermore, whether other brand's equipment could be modified to be interoperable depends upon Cisco licensing its intellectual property, which we understand that Cisco does not do. Ultimately, a communication system replacement with another brand would be at the detriment of the Government and not conducive to current operations being maintained by the 18th communication squadron.
We note that DoD policy for Commercial Products is not to require contractors to relinquish technical data related to Commercial Products unless it is customarily provided to customers or otherwise agreed upon, DFARS 227.7102-2, and may not be used to manufacture additional items. DFARS 227.7102-2 (a). Thus, DoD cannot buy the intellectual property behind Cisco's software and hardware to provide it to a third party to compete with Cisco.
The mixture of non-Cisco equipment with the Cisco equipment, which will remain after this purchase, will seriously degrade network services and cause network outages. Without a complete switch of systems, equipment other than Cisco will not provide adequate services.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
Cisco and distributors of Cisco products will compete for the requirement and help ensure that the Government will receive the lowest cost and best value. Multiple vendors were identified in GSA 2GIT that are capable of providing the required Cisco equipment. In addition, to shift systems from Cisco to another brand, would cost approximately $83 million and that cost exceeds the estimated price of this partial system replacement and expansion. The lowest overall cost to the Government is obtained by using more of the same proprietary equipment. Thus, the combination of competition, the requirement development, and use of the GSA schedule provides the best value for this requirement.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.
FAR 8.002 lists mandatory sources. No known existing property exists. Likewise, excess property of other agencies is unknown. Due to the scope of the programs for Federal Prison Industries, Inc., and the Committee for Purchase from People who are Blind or Severely Disabled do not supply these products.
GSA is a mandatory source. FAR 8.002 (a) (v). The exceptions to using GSA, that is, an unusual and compelling urgency or a local purchase do not apply. FAR 8.002 (b). As a result, we limited market research to a review of vendors on GSA 2GIT. Four (4) potential companies offer this equipment. These companies are: EC America, Inc., Promark Technology Inc, TD Synnex Corporation, and Sterling Computers Corporation for Cisco Catalyst Switches.
In addition, under market research, Cisco licensing is required to operate all hardware purchases from Cisco. No open systems have similar equipment that would meet our need. This is the only viable source of product that can sustain the mission without causing catastrophic outages and delays.
VII. Other facts supporting the justification.
N/A
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
The government will continue to conduct market research on similar items in the market and look for future opportunities to expand this requirement. However, due to the expensive network overhaul and USPACOM, PACAF, DISA, and mission requirements, there are no other options at this time. In order to ensure the integrity is maintained and equipment kept in service, the procurement of the network devices must be limited to Cisco.
