Quality of Service Requirements:

o All Ingress and Egress Traffic must be properly classified:

QoS Scheme (Specifications detailed below).

DSCP - AF11, AF41, EF.

o Policing and Traffic Shaping:

All PE ingress traffic must be policed or shaped to prevent queue overrun.

All egress queues must be shaped to enforce proper per-hop behavior of traffic classes.

o Packet Header Rewriting:

All P/PE egress traffic must have all applicable QoS headers rewritten in concert with the network QoS model. This includes, but is not limited to, MPLS EXP, DSCP, IEEE 802.1 VLAN, etc.

Ethernet Certification: Motorola recommends Y.1564 standards for Ethernet certification testing.

Performance Specifications:

o Adequate Bandwidth: Bandwidth for each link will be specified and is dependent on whether the backhaul links are point-to-point or meshed. Links from the zone cores to the remote base should be 100 Mbps to allow for future expansion requirements, and links from the site to the cores will need to be 10 Mbps.

o Quality of Service (QoS): Each link should support the six-bit Differential Services Code Points (DSCP) markings (Layer 3) or the three-bit Type of Service fields (Layer 2).

o Jitter or Delay Variation: Each government-provided link must have no more than 10ms 99th percentile jitter. Assuming a meshed network where every core is no more than two hops away from another core, each link must have no more than 6.7 ms of delay variation.

o Dropped Packets: It is expected that the government-provided links will not drop any high-priority voice packets. (<0.01%). Reordered high-priority packets are considered dropped packets.
