SINTRA Proposers’ Day

Wednesday, August 10, 2022, from 10:30am to 5:00pm EDT

(Event login available starting at 9:30am EDT)

Welcome to the Intelligence Advanced Research Projects Activity (IARPA) Proposers’ Day

Registration Page for the anticipated Space debris Identification and Tracking (SINTRA) program.

Overview

The SINTRA Proposers’ Day meeting will be held on August 10, 2022, from 10:30am to 5:00pm

EDT to introduce the SINTRA program to potential proposers and to provide information on technical requirements and program objectives.

The IARPA SINTRA program aims to investigate the interaction of orbital debris with the surrounding space environment and drive the state of the art to detect, track, and characterize lethal non-trackable orbital space debris. Space debris poses a risk to all space missions, including those of the Intelligence Community (IC). With an average low Earth orbit (LEO) impact velocity of 22,500 MPH, even the smallest of debris can cause significant damage.

Currently, there are over 100 million objects greater than 1 mm orbiting the Earth, however, less than 1 percent of debris that can cause mission-ending damage are currently tracked. Due to the dynamic nature of the near-Earth space environment, predicting the trajectory of the debris is extremely difficult necessitating persistent monitoring. While debris larger than 10 cm can be detected and tracked, smaller debris cannot be tracked using current capabilities. Therefore, there is an increased interest in tracking debris less than 10 cm. The detection, tracking, and characterization of lethal non-trackable space debris would support the safe operation of valuable space assets worldwide.

The SINTRA Proposers’ Day is a hybrid event that will be broadcast via the Webex video conference platform for remote attendees. In person, participation is encouraged to facilitate information exchange and team forming. For planning purposes, the venue is located near Court

House Metro Station in Arlington, VA. A recorded video of the meeting will be made available to the public on the IARPA website at https://www.iarpa.gov/index.php/research-programs/SINTRA

OPPORTUNITIES TO HIGHLIGHT CAPABILITIES

Successful SINTRA proposals will assemble teams with diverse expertise and capabilities. This event provides an opportunity for prospective offerors to scout collaborations with other interested organizations. Participants are encouraged to present lightning talks and submit capabilities statements. The information submitted in either format will not be reviewed or considered by the government for any purpose other than to ensure the appropriateness of content.

1. IARPA will make available the opportunity for registrants to present 5-minute lightning talks. These lightning talks should be seen as a mechanism to highlight technical https://www.iarpa.gov/index.php/research-programs/SINTRA capabilities of the presenter aligning with SINTRA objectives. No live questions or overruns of the 5-minute presentation period will be permitted.

2. To ensure consideration for approval, lightning talk presentations should be submitted to dni-iarpa-SINTRA-proposersday@iarpa.gov by August 5, 2022, 11:59AM EDT.

3. An agenda of accepted lightning talks will be posted on August 8, 2022, and shared at the start of the SINTRA Proposers’ Day.

4. Presentations, which do not appear to address the SINTRA objectives or are inappropriate will not be accepted for presentation.

5. Only one presenter per lightning talk per organization will be permitted, excepting professors at the same academic institution. Presenters must submit their lightning talk presentation from the email associated with their registration.

6. All submitted lightning talk slides will be made available for public access.

7. A maximum of 30 lightning talks will be permitted for the live event. Any accepted lightning talks beyond this number will have their slides posted online for public access but no recording will be made. Lightning talks will be organized based upon their submission order.

8. Lightning talks may be presented in-person or virtual.

9. As an option to facilitate teaming, potential proposers may submit a Capabilities

Statement (5 pages maximum) and a completed Teaming Information Form (posted with this notice) to IARPA for possible posting on our website at https://www.iarpa.gov/index.php/research-programs/SINTRA. IARPA does not guarantee that all Capabilities Statements will be posted. This information will not be reviewed or considered by the government for any purpose other than review for appropriate content. IARPA will attempt to post this content in a timely manner upon receipt. Such posting will be taken down at or around the time, the BAA closes.

Participants in either activity should not submit anything they consider proprietary or protected information as this information will be shared with the public. No classified information should be submitted or presented.

To attend, participants must register prior to Friday, August 5, 2022, at noon EDT. Same day registrations will not be accepted.
