Will the USG accept alternative makes/models?

Yes The Government will accept alternative American made vehicles that are equal or better.

How will the vehicles be consigned for shipment?

Shipping is IAW the instruction provided in the solicitation

Who will the actual end user be?

The African police force in Rwanda and Senegal Given the short window between the questions’ due date and the posted deadline of 15 Sept, will the USG consider extending the deadline?

The Government does not intend on extending the deadline at this point.

The 2 5/16" ball is only used on Gooseneck Trailer hitches, which are installed in the bed of the truck. It's not a problem, but I would like to confirm if that is what you are requesting. OR do you require a standard 2 inch tow ball on rear bumper section with electronic connections? Here is a 2 5/16 ball the SOW is referring to:

What exact provision do you require for VHF/UHF radio? Normally, we would supply a 15AMP circuit to inside cab.

Is that sufficient?

Please only provide the 15 AMP circuit in the cab, no hardware is required.

For the engines on all CLINs, the normal 6.7L Power Stroke Turbo Diesel Engine runs only on ultra-low sulfur diesel fuel (the clean diesel fuel we have States), and is not suitable for the poor-quality high sulfur diesel available in Africa. Ford offers a special 6.7L Power Stroke Turbo Diesel Engine Package that allows the engine to run on anything from clean diesel to high sulfur diesel fuel that’s available in Africa and even JP8. This high sulfur diesel capable engine should be required in the specs to ensure proper engine life, performance and warranty coverage. I’ve attached a brochure about this engine for your reference.

This is a valid point however according to a test conducted on the Ford 6.7L V8 Power Stroke turbo diesel engine by the U.S. Army TARDEC Fuel and Lubricants Research Facility (TFLRF) under Contract No. W56HZV-09-C-0100 these engines did not experience any unusual fuel related operational conditions or hardware failures despite large variations in military fuels viscosity and lubricity from standard ULSD. There will be no change in the engine specifications at this time.

For the wheelbase on CLIN 002 the request says: 141.8” (SWB SuperCab); 158.0 (LWB SuperCab)”. Which wheelbase would you prefer? Please note that the 37.5 gallon fuel tank is only available on the 158.0” wheelbase. For reference, the 141.8” wheelbase comes with a 26 gallon fuel tank.

The Government removed the 141.8” wheelbase requirement from the solicitation the 158.0 (LWB SuperCab)” is the correct vehicle.
