A. All Model Law Workshops will be 5 days.
100. We note in the RFP that Forums will lead into ACJI Programs but with 15 less participants. The schedule reflects that in all but one instance. 103. Page 16-17, Para C.2.9, states that the government will not pay for academic contractor instructors to travel home and return to Roswell, NM between Academic Criminal justice Instruction (ACJI) courses. ACJI course are to be of fifteen class days in duration (nineteen calendar days) and the sample schedule contained on page 10 consistently shows the ACJI courses to be delivered “back to back,” thereby lengthening the total duration of the instruction to forty days. By denying reimbursement to academic contractor instructors for travel home between teaching duties, the government may be inadvertently confining the pool of instructors to those individuals living in the immediate vicinity of Roswell, NM. Since the number of qualified instructors in the immediate vicinity of Roswell, NM is relatively small, the number of quality personnel available to support this program may be limited. Will the government consider relaxing this policy somewhat to permit periodic return home travel by academic contractor instructors? Instituting such a change may actually result in a cost saving since the instructors would not incur the combined accommodation and per diem costs while they are at home.
A. Instructors may travel home when courses are separated by several or more weeks.
104. Page 18, Para C.2.12, states that a production room will be available for the training contactor to provide hand-outs and additional material as needed during the courses. Is the contractor expected to furnish the equipment to be used in the production room to produce the materials, or will the government provide that equipment? If the latter, what equipment will be provided?
A. Equipment in the production room will be provided.
105. What is the maximum number of languages that can be expected to be used during any one class/forum?
A. Three to four.
106. Previously, the government provided Administrative Escort(s) fluent in the delegate’s language to assist the delegates during non-class hours. If this will be the case for the upcoming year, will this service will be provided separately by the logistic support contractor or is this offeror expected to provide that service?
A. Interpreters are expected to assist the delegates during non-class hours.
107. Page 18, Para 2.13 Plan of Operations states that “ . . .the contractor shall specify how they will respond to and accomplish all service calls.” Can the government please provide a few examples of “service calls” for the training provider, as opposed to logistics or facilities management providers?
A. Service calls will be handled by facilities maintenance provider.
108. Page 21, paragraph C.4, “Quality Assurance Standards” states that “The contractor shall submit a Quality Assurance Plan (QAP) to measure their activities and outputs.” Page 11, paragraph 3.2.1, Organization of Volume provides instructions for the composition and organization of the Technical Volume I. The existence of the QAP is not contained in the discussion of the organization of the Technical Volume, and does not address the existence of a QAP. Does the Government desire that a QAP be submitted as a part of the proposal, or will that document be required after contract award?
A. QAP shall be under Volume I: Technical Proposal, Part 1.3 – Performance Based Monitoring, pg 46.
109. Page 42, Para K.2. Will the government kindly provide the NAICS code and size standard for this acquisition?
A. NAICS: 611430
110. Page 46, Para L.5. Please specify the number of copies (original and copies and/or CDs) of both the Technical and Pricing proposal that are required for submittal.
A. Please send Electronic Copies.
111. Page 47, Para L.9 contains the organizing schema for Volume I, Technical Proposal. The paragraph numbering scheme for the section on Sustainability is listed as Part 1.2. Did the government intend to use Part 1.4 for this requirement?
