About this file
This document is a justification for a single source award for the purchase of Topcon Solos Automatic Lensmeters. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 seeks to purchase twenty-one Topcon Solos Automatic Lensmeters for the Washington DC VA Medical Center. The current lensmeters are at end of life. The Topcon Solos model was selected for standardization as it allows for automatic measurements without high-level technician training, speeds up the process, and improves patient experience and efficiency by having the same device in each exam room. Only the Topcon brand meets requirements. Market research found no veteran-owned small businesses that could fulfill the requirement for this brand-name only procurement, which will be solicited as a small business set-aside on SAM in accordance with FAR 13.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: – Topcon SOLOS Automatic Lensmeters
1. Contracting Activity: Department of Veterans Affairs, VISN 5, Washington DC, VA Medical Center needs a brand name only Topcon Solos Automatic Lensmeters system in support of their Biomedical and Engineering department.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Washington DC VA Medical Center has a need to purchase twenty-one (21) new Topcon Solos brand name Automatic Lensmeters as the current units have reached their end of life. The eye clinic currently has older models where the measurements of eye can be obtained with the patient only in specific positions and with a skilled technician. This is especially beneficial for staff as there is no high-level training needed as the device is able to conduct the measurements without the technician having a high skill level. The SOLOS makes automatic markings of patients once used. It is capable of automatic Lens Type detection which significantly speeds up the process. UV-A, Blue Light and Visible Light Transittance Measurements all done through the SOLOS device. It also takes measurements of an extended range of +/- 20D (vision range). The new model of Lensmeter is more reliable and requires less service and maintenance. It measures eyes quicker, more reliably, and with less training, which will provide an improved patient experience and efficiency. Having Topcon Lensmeter in each exam room will increase accessibility, hence improve efficiency, and decrease patient wait time. Currently techs and providers are sharing Topcon since we do not have enough units at this facility. This instrument can measure a patient’s eye quicker and with more accuracy for prescription eyeglasses or contact lenses. The Washington DC VAMC currently replaced 8 of the SOLOS Lensmeters and is expanding upon the current fleet. The facility is intending to purchase additional SOLOS to have one unit in each treatment room to ensure seamless patient care. This Estimated Order Value: $
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: It is critical that the facility purchases the same make and model of Lensmeters that is currently in use in the clinic to provide the same standard of care in each room for each patient. In addition, there could be patient safety issues if the providers has to remember how to use multiple models of the same type of equipment. Having two different Lensmeters would cause breaks in patient care, in addition to cleaning/disinfecting procedures, which would result in unnecessary waste of resources. Replacement of the existing Lensmeters to standardize on one Lensmeter throughout the clinic is cost-effective, as these specific instruments still have 12 year shelf life. Only Topcon Solos Lensmeters products that will meet the full requirements for the Government.
4. Description of market research conducted and results or statement why it was not conducted:
In an effort to find technically capable SDVOSB or VOSB, market research was conducted via the internet, IGCE, NAC, SCMC, FPDS, SAM and VIP search. VIP- found 0 Vendor under NAICS 339115 and FSC 6540, Keyword: Solos. The NAICS Code 339115 does not have a non-manufacture class
VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 waiver. The proposed procurement is to be solicited on SAM as brand name only for a small business set-aside in accordance with FAR 13. The rule of two does not apply.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
