VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source (Brand-Name) Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-21-AP-1014
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Ann Arbor VA Medical Center /
Network Contracting Office 10 2237: 506-21-1-522-0010
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement will retrofit 15 existing doors in the Acute Inpatient Mental Health unit at the VA Ann Arbor Healthcare System (VAAAHS) with photoelectric beam detection type door alarms manufactured by Top Door Alarm (Door Controls USA, Inc.) to detect presence of potential ligature activity before pressure is applied to the door. Procurement includes installation for a complete and usable system, and up to eight hours of Top Door Alarm certified support for staff training. The estimated cost of this procurement is $90,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Although there are several options available in the market for door alarms there are none that are similar to the Top Door Alarm product, which uses photoelectric beam detection installed above the door, and is patent protected. The installation is required to be completed by an installer certified by the OEM.
4. Description of market research conducted and results or statement why it was not conducted: The
Other options have been pursued, including a sliding door option which would eliminate the need to install door alarms, and a few products under the name “Daisy Door Alarms”. These products either did not function as advertised or were rejected by clinical staff as not sufficient. The VA Mental Health Facilities Design Guide was recently updated to allow for the use of alarms utilizing optical lasers. Several other VA facilities are currently using the Top Door Alarm products. Ann Arbor Patient Safety contacted these facilities to discuss performance and satisfaction with the Top Door Alarm product, and all reports were extremely positive. A demonstration of the Top Door Alarm product was also conducted at the Ann Arbor VA. From a technical standpoint, ability to be retrofitted to existing doors, it’s sensitivity, and programmability, the Top Door Alarm product has been determined to be superior to any other top door alarm products known to exist for anti-ligature requirements. This requirement was previously solicited under full and open competition for top door alarms using photoelectric optical type alarm assemblies, and no products other than the Top Door Alarm product were received. Based on the market research, it is the Government’s belief that the Top Door Alarm product is the only product available to meet the requirement for a photoelectric beam detection top door alarm. Responses to the previous solicitation also show there are several small businesses, to include at least three service disabled veteran owned small business, capable of meeting this requirement and certified by the OEM as a certified installer.
