About this file
This is a Single Source Justification document for a simplified acquisition submitted by the 49 CMS/MXMD contracting activity on August 13, 2026. The government seeks repair and calibration services for a Fluke 96040A RF Reference Source, with an estimated contract cost of $10,531.36. The equipment currently fails in-house calibration and cannot be adjusted to required specifications; the required services include fault diagnosis, component repair or replacement, and final calibration to restore full operational capability.
The justification identifies Fluke Electronics Corporation as the sole source vendor, supported by a manufacturer statement confirming that no other U.S. repair centers are authorized to perform repairs to OEM standards or possess the proprietary technical data required. Post-repair calibrations must be traceable to SI units through National Measurement Institutes such as NIST, which only the OEM can certify for this equipment. Market research was conducted to determine if alternative vendors could provide comparable services, but the equipment's role as a critical daily-use primary standard for the laboratory, combined with the risk of utilizing unauthorized vendors with unverified quality controls, precluded competition. The government notes that purchasing replacement equipment would cost an estimated $72,155.54, making the sole-source repair award a more economical use of government funds. To preclude future single-source awards, the laboratory will continue monitoring the commercial market for authorized third-party repair centers or proprietary data releases and will evaluate all available options when the equipment reaches end-of-life. Contracting Officer Brett T. Moore approved the sole-source determination in accordance with FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 49 CMS / MXMD
Project/Program Name: Fluke 96040A RF Reference Source Repair
Purchase Request / Local ID Number: TBD
Estimated Contract Cost (including Options): $10,531.36
Section B: Description of the Supplies/Services Required
The 49 CMS PMEL is requesting the procurement of repair and calibration services for a Fluke 96040A RF Reference Source. The equipment currently fails in-house calibration and cannot be adjusted to meet required specifications. The required services include diagnosing the underlying fault, repairing or replacing necessary components, and performing a final calibration to return the unit to fully operational specifications.
Section C: Justification for Soliciting from a Single Source or Brand Name
The proposed sole source for this requirement is Fluke Electronics Corporation. The Fluke 96040A RF Reference Source requires proprietary product information to successfully diagnose, repair, and calibrate to Original Equipment Manufacturer (OEM) standards. According to a sole source letter provided by the manufacturer, Fluke has not authorized any other repair centers in the United States to perform repairs to their OEM standards. Furthermore, Fluke retains exclusive rights and has not disclosed the proprietary product information necessary for these services to any third-party vendors. Post-repair calibrations must be traceable to the SI (International System of Units) through National Measurement Institutes (such as NIST), which only the OEM can certify for this specific equipment. Therefore, Fluke Electronics Corporation is the only vendor capable of fulfilling this requirement. If the government cannot award directly to this company, it will be unable to repair the equipment and will be forced to purchase new equipment at an estimated $72,155.54. Therefore, it is a better use of government funds to award a sole-source contract directly to Fluke for the repair of the RF Reference Source.
Section D: Efforts to Obtain Competition
Market research was conducted to determine if alternative vendors could provide the necessary repair and calibration services for the Fluke 96040A. This effort included a review of commercial calibration laboratories and direct engagement with the Original Equipment Manufacturer (OEM). Because this equipment serves as a critical, daily-use primary standard for the laboratory, utilizing an unauthorized vendor with unverified quality controls and indeterminate turnaround times introduces unacceptable risk to mission operations. Furthermore, a formal statement was obtained from Fluke Electronics Corporation confirming that no other commercial repair centers in the United States are authorized, nor do they possess the proprietary technical data required, to perform these services. As unauthorized vendors cannot guarantee repair to OEM standards, competition cannot be safely or effectively obtained for this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To preclude future single-source awards for this requirement, the requiring activity will continue to conduct market research prior to any future repair or calibration needs for this equipment. The laboratory will continuously monitor the commercial market to determine if Fluke Electronics Corporation authorizes any third-party repair centers or releases the proprietary technical data required for these repairs in the future. Additionally, when this Fluke 96040A eventually reaches the end of its life cycle and requires complete replacement, the government will evaluate all available commercial options and manufacturers to
