About this file

This Single Source Justification document covers the procurement of F-35 aircraft protective cover sets by the 95th Fighter Generation Squadron (95 FGS) through a sole-source acquisition from Kennon. The specific items being purchased include 24 sets each of engine intake plugs, engine exhaust plugs, and Power and Thermal Management System (PTMS) plugs, plus one inflatable engine exhaust plug, with a delivery schedule between 31 August and 30 September to Tyndall AFB, Florida.

The justification emphasizes that the USAF initially provided only one set of covers per jet, and existing supply chain attempts have been problematic. Kennon is deemed the sole source due to their custom-designed covers that better withstand severe weather, meet DOD standards, and do not cause damage to aircraft. The 325th Contracting Squadron plans to conduct future market research to identify alternative suppliers and reduce reliance on single-source procurement. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for this acquisition.

Section C: Justification for Soliciting from a Single Source or Brand Name

The -21 Aircraft covers are crucial for protecting the F-35 Airframe's engine and electrical components. The USAF provided only one set of covers per jet, and attempts to get spares through the standard supply chain have been slow and problematic, with existing covers causing damage to the aircraft. To mitigate this issue, the 95 Fighter Generation Squadron (FGS) has established a working relationship with a trusted, reliable, and consistent vendor, Kennon, to acquire aircraft protective cover sets specifically designed for the F-35 Airframe. A recent windstorm resulted in the loss of several -21 aircraft covers, elevating the squadron's urgent need to acquire a substantial number of replacements. Currently, the squadron operates with limited spare covers, heightening concerns about vulnerability to potential threats and increased costs due to damage and reduced aircraft availability. Procuring replacements through Kennon not only replenishes the backup supply but also ensures consistency among cover sets, addressing the mismatched sets currently in use. Kennon's covers are custom-designed at no extra cost and have proven to withstand severe weather better. No other vendor can match this advantage, making Kennon the sole source that ensures consistency, quality, and compliance with USAF standards. The request to procure the Aircraft cover set from Kennon remains the optimal choice to maintain operational efficiency and compliance within the USAF framework. Kennon's ability to deliver high-quality, consistent, and reliable covers, combined with significant cost savings and adherence to strict USAF standards, justifies the solicitation from this single source.

Section D: Efforts to Obtain Competition

Efforts to secure competition for procuring F-35 Aircraft protection cover sets were diligently pursued. Market research was conducted to identify potential alternative suppliers capable of providing the required products. While several suppliers were identified, including the supply system and another manufacturer, finding an alternative product that matched the specifications and build quality was unmatched to Kennon's capabilities. Kennon supplies all the intricate details and the provides availability of all required aircraft covers compared to the other comparable resellers who did not meet all the specified requirements. Therefore, it was determined that procurement from Kennon is most prudent course of action as their tailored specifications, including specific size and shape required for the F-35 Aircraft cover have guaranteed adherence to Department of Defense (DOD) Standards and Regulations. This decision guarantees compatibility, reliability, and compliance with stringent operational standards, ultimately prioritizing mission success and operational effectiveness.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

To prevent future reliance on sole source or brand name acquisitions for the same supplies, the 325th Contracting Squadron and 95 FGS will actively engage in market research initiatives. This includes conducting thorough market surveys to identify additional suppliers capable of meeting the required specifications. Additionally, efforts will be made to establish relationships with potential vendors and attend industry events to expand the network of potential suppliers. By taking these proactive steps, we aim to enhance competition in the procurement process, promote cost-effective solutions, and ensure operational readiness without the necessity for brand name or single source acquisitions.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
