About this file
This is a Single Source Determination document using Simplified Acquisition Procedures (SAP) for a federal contract action not exceeding the Simplified Acquisition Threshold.
The Department of Commerce, National Marine Fisheries Service (NMFS) Office of Science and Technology, Economics and Social Analysis Division seeks to procure seafood sales data from Circana in two datasets: SupplyTrack POS data covering fish, other seafood, and shellfish categories at UPC-level detail with attributes including fish type, harvest, packaging, prep method, coating type, format, species detail, trim, storage, value-added status, and origin; and OmniMarket POS data for fresh perimeter and frozen seafood with category, sub-category, and UPC-level detail. The SupplyTrack data will cover monthly periods from January 2025 through December 2025 for total U.S. Circana SupplyTrack broken down at Census Division level, measured in units, dollars, and pounds. The OmniMarket data will span quarterly periods from Q3 2025 through Q2 2026 for total U.S. MULO+ markets with conventional and available MULO+ conventional states, with measures including dollar sales, dollar share, unit sales, unit share, volume sales, volume share, average price per unit, average price per volume, percentage volume merchandising, ACV weighted distribution, percentage of stores selling, units per store selling, and dollars per point of distribution. The annual subscription period of performance runs from June 30, 2026 through June 30, 2027. Circana has been designated as the sole source based on its industry-standard status for retail seafood data, NMFS's multi-year reliance on Circana's data with established processing procedures, and the data's use in mission-critical activities including economic monitoring, dashboard products, and consumer demand forecasting models. The point of contact is Corinne Ehinger at Circana (Corinne.Ehinger@circana.com, 312.726.1221).

These data are used in mission critical activities such as:
● Monitoring and reporting in the seafood sector of the economy, including dashboard products and responses to leadership inquiries;
