About this file
This document is a Single Source Documentation memorandum from the Bureau of Land Management (BLM) Oregon State Office justifying a single source procurement for seed collection. The BLM intends to solicit the purchase of Douglas Fir, Ponderosa Pine, and Shasta Red Fir seeds from Seed Zones 502 and 721, located in the Klamath Falls Field Office area, exclusively from Cal Forest Nurseries. The procurement is based on the vendor's unique position of having purchased a cone collection permit for these specific seed zones, with the seeds to be used for reforestation in the Klamath Resource Area. The contracting specialist determined this represents the best value after market research, noting that while some tree and pine seeds are available from multiple vendors, the specific seeds for zones 502 and 721 are not widely available at the required quantity and price, making Cal Forest Nurseries the only known vendor with approval for collection and processing.
