SUBJECT: Single Source Justification for P22-038 Hofmann Balance Machine
1. 76 PMXG/548 Production Maintenance requires the purchase of a Hofmann balance machine for the TF33 production line.
2. The requirement for the Hofmann Balance Machine is governed by Technical Order 2J-TF33-53-8.
The support equipment is called out on pages 2 to 3 calling out Hofmann Balance Machine Part number EAB-10000J. In speaking with PMXG Engineering this part number has been discontinued and replaced by Model PCX-24.1J. This was further verified with Duncan Smith, Regional Sales Manager for American Hofmann Corporation. Per AFSC Manual (AFSCM) 21-102, Depot Maintenance Management, para 1.3: "AF TOs are published under the authority of the Secretary of the Air Force (SECAF). Compliance with TOs is mandatory." If an item of a brand other than the one specified by the TO is purchased, it will automatically become 100% waste as mechanics are not allowed to deviate from TOs. This could result in the duplication of cost up to the total cost of this effort that would not be able to be recovered due to the inability to utilize the non-authorized material.
Additionally, if work done by this machine is classified as an Aviation Critical Safety Item per AFMC Instruction (AFMCI) 63-1201, Life Cycle Systems Engineering, pg. 47, the failure of this item could cause a catastrophic or critical failure resulting in the loss or serious damage to the aircraft or weapons system, an unacceptable risk of personal injury, loss of life, or an uncommanded engine shutdown that jeopardizes safety. Damage this serious would be considered a Class "A" Mishap and could result in Federal Criminal charges due to the Loss of Property and Loss of Life.
3. In speaking with Duncan Smith, American Hofmann Corporation does not go through dealer, retailers, or resellers for purchases and only sells direct to the Government. It is for this reason and those outlined in section 2 that mandates that they are the single source that can provide the required machine to the Government.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for
Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333997) looking for companies that could provide the Hofmann Balance Machine (FSC 6670).
A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this requirement with Hofmann qualifying out as a small business under the NAICS.
5. The Government will continue to assess the market with each purchase to look for future opportunities to open up competition for these purchases.
